Cotton is one of three senators who sent a letter to the German port operator in August calling for an end to work to support Nord Stream 2.

Earlier, the German opposition Green Party called on the German government to stop Nord Stream 2 because of the situation with Navalny. 

On September 2, Berlin announced that the conducted research revealed a substance from the Novichok group in Navalny. 

German Chancellor Angela Merkel called Navalny a victim of poisoning.

At the end of August, Merkel stressed that it was inappropriate to link Nord Stream 2 to the situation with Navalny.
