　　The "Opinions" is the first policy document jointly issued by nine departments in Shanghai to promote the implementation of the corporate chief quality officer system.

The "Opinions" highlights the main responsibility of enterprise quality and emphasizes that as the creator of quality and the main body of quality safety, enterprises must actively hire chief quality officers, establish a chief quality officer appointment announcement system, and introduce chief quality officers' competitive recruitment and exit mechanisms.

　　The "Opinions" emphasizes the need to play a leading role in quality benchmarking enterprises. By 2022, there will be 500 new chief quality officers for enterprises above designated size in Shanghai, and 100% of the government quality award-winning organizations will implement the corporate chief quality officer system; at the same time, promote small and medium-sized enterprises to establish enterprises The chief quality officer system is used to promote SMEs to improve their quality governance capabilities and levels.

　　In addition, the "Opinions" propose that the chief quality officer should have a bachelor degree or above, which reflects the requirement of Shanghai to build a high-quality land.

　　In April this year, in accordance with the overall arrangement of the "Key Points of Shanghai Quality Work in 2020", the Shanghai Municipal Market Supervision Bureau decided to implement the "Thousands and Hundreds" project to improve the quality of small and medium-sized enterprises throughout the city, that is, to organize the city's 10,000 small and medium-sized enterprises to develop advanced quality Public welfare training on management methods, organization of 1,000 "specialized, special and new" small and medium-sized enterprises in the city to carry out public welfare training of chief quality officers, and cultivate one hundred chief quality officers.

　　Up to now, 1366 public welfare trainings for chief quality officers of SMEs have been carried out, and 132 chief quality officers have been trained.

According to statistics, from 2017 to 2019, the city has held more than 200 online quality public welfare trainings such as "Excellent Performance Evaluation Model Application", "Quality Professional Tools", and "Quality Classroom", training 10,000 enterprise trainees; 100 governments have been carried out for two consecutive years The quality award-winning organization organized the "Quality Open Day" event and held 14 "Quality Lectures" to disseminate quality knowledge, enhance quality awareness, and showcase quality achievements. Tens of thousands of companies and hundreds of thousands of people participated in the public.
