On August 30, 2019, the China (Heilongjiang) Pilot Free Trade Zone was established, becoming one of China's first pilot free trade zones in border areas and the northernmost pilot free trade zone in China.
Since the first anniversary of the establishment of the China (Heilongjiang) Pilot Free Trade Zone, it has focused on transforming government functions, fully promoted "Internet + government" services, and continued to optimize the business environment. The Harbin area has advanced system reforms such as "one seal management approval", full coverage of "separation of licenses and licenses", and "commitment and upgrade version". The latest simulation ranking among 190 economies in the world has risen from 80th to 52nd. The China (Heilongjiang) Pilot Free Trade Zone has introduced facilitation measures for border opening to help enterprises in the Pilot Free Trade Zone develop economic and trade business with Russia. The General Administration of Customs approved Heilongjiang Province "Trial import of Russian low-risk plant-derived Chinese medicinal materials" and "Optimizing the Heilongjiang Border Free Trade Zone Entry into Russia's Grain Quarantine Process" and other four innovative free trade initiatives with high gold content. The Heihe Border Economic Cooperation Zone took the lead in building China's first Russian power processing zone, and imported 390 million yuan of electricity this year. The Suifenhe area has implemented customs clearance facilitation reforms such as manifest merger and mutual recognition of supervision between China and Russia. Since the beginning of this year, the “Kazakhstan” land-sea combined transport has shipped 34 trains and 3158 TEUs, and China-Europe trains have shipped 96 trains and 8,358 TEUs.
