  The "Notice" requires strict, practical and detailed investigation and management of hidden risks. Local traffic and transportation (port) management departments at all levels should learn from the case, draw inferences from one another, take strengthening the safety of dangerous cargo port operations as the current priority, take practical and effective measures to strengthen the management and control of major risks, deepen the investigation and management of hidden dangers, and accelerate the construction of dual prevention Working Mechanism. The local transportation (port) management department shall organize a comprehensive investigation based on the self-inspection and self-correction of relevant port enterprises within its jurisdiction, seriously carry out the implementation of the rectification measures for major accidents, "look back", and seriously investigate and deal with violations of laws and regulations and problems. Hidden dangers are managed in a closed loop, and major hidden dangers are listed for supervision. Port loading, unloading and storage operations must strictly implement the requirements of relevant standards and regulations and safe operation procedures. Dangerous goods containers containing 1.1, 1.2 explosives and ammonium nitrate substances shall be directly loaded and taken directly, and they are not allowed to be stored in the port area; Explosives other than items 1.1 and 1.2 shall be stored strictly for a time limit.

  Strictly enforce the safety management of dangerous cargo tanks in ports. The transportation (port) management department where the port is located shall carry out inspections on the implementation of the "Opinions of the General Office of the Ministry of Transport on Strengthening the Safety Management of Port Dangerous Goods Storage Tanks" (Jiaobanshui [2017] No. 34) by port dangerous goods enterprises.

The local transportation (port) management department urges enterprises to install dangerous goods storage tank high and low level alarms and automatic interlocking cut-off devices in accordance with relevant regulations and specifications, and set the storage tank level alarm height according to the standard, and the alarm height should not be high The storage tank is designed to store high or low liquid levels. Important storage tanks such as large storage tanks, liquefied gas storage tanks and highly toxic chemical storage tanks shall be equipped with emergency shut-off valves in accordance with regulations to ensure that the flammable, explosive, toxic and harmful gas leakage alarm system is in good condition.

  To strengthen emergency duty. Port dangerous goods enterprises must strengthen personnel on duty, and when storage tank monitoring equipment alarms, they must immediately take effective measures.

  Strict safety management of key links and important parts. The transportation (port) management department and maritime management agency where the port is located should strengthen joint supervision, highlight key points, and urge port enterprises and arriving ships to strengthen the safety management of key links and important parts such as ship-shore safety inspections.

  Strictly check ship and shore safety. Supervise and urge port companies and arriving ships to strictly follow the "Oil Tanker and Oil Terminal Safety Operation Regulations", "Bulk Liquid Chemicals Port Handling Technical Requirements" and other standards, strictly implement the ship-shore safety inspection system before dangerous cargo handling operations, and comprehensively strengthen the loading and unloading of the ship-port interface Work safety management, strengthen on duty during loading and unloading operations, and strictly prohibit illegal operations.

  Strict safety management of special operations. Organize port dangerous goods enterprises to earnestly study the "Special Operation Safety Regulations for Chemical Production Units", improve the internal management system of the enterprise, strengthen the safety management of special operations such as hot fire, restricted space, electricity, and high altitude, and strictly perform internal approval procedures before operations. Illegal behaviors such as unapproved operations are strictly prohibited, operation risk identification is conscientiously identified, and control measures are implemented item by item; during operation, special personnel must be assigned to monitor the whole process; focus on strengthening the operation behavior of third-party personnel entering dangerous goods handling and storage sites Control.

  Strictly enforce the safety management of dangerous goods loading and sampling in ports. Port dangerous goods enterprises shall strengthen the safety management of dangerous goods transport vehicles entering and leaving their operations, strictly implement safety inspections in accordance with regulations, and vehicles with incomplete procedures or hidden safety hazards shall not be allowed to operate. The loading and unloading operations and sampling shall be carried out by dedicated personnel in strict accordance with safety regulations, and illegal operations by vehicle drivers are strictly prohibited.
