Independence, ecology, solidarity and skills: the recovery plan of 100 billion euros detailed on Tuesday will include four major components to accelerate, over two years, the recovery and transformation of the French economy.

Some 40 billion euros to reindustrialize the country

As Prime Minister Jean Castex indicated during his general policy speech in July, the government wants to devote 40 billion euros to the plan to reindustrialize the country. French industry "has weakened", especially in certain "strategic sectors", such as health, he said.

This amount will include in particular the reduction in production taxes of 20 billion euros over two years (ten billion in 2021 and ten billion in 2022) which weigh on companies, announced long ago by the previous government.

It will also include three billion euros of support for the equity of companies in difficulty by the crisis, according to the Minister of the Economy Bruno Le Maire, for example via the evolution of the loan guaranteed by the State (PGE) in equity loan.

One billion euros will also be devoted to financing calls for projects for manufacturers who would like to relocate certain productions. In addition, Bercy mentioned support for investment in the digital transition of companies, or export aid.

Energy renovation, transport and priority energy for ecological transition

After announcing that 20 billion euros would be devoted to the ecological transition, the government finally raised the bar to 30 billion, but part of it overlaps with the 40 billion dedicated to industry.

Three sectors will be “priority”, according to Bruno Le Maire: energy renovation, transport and energy. "Four to five billion" would thus be allocated to building and thermal renovation, and in particular schools and nursing homes, has already indicated the Minister for Housing Emmanuelle Wargon.

Rail should also benefit from the plan, in particular rail freight, small train lines or night trains, according to the will displayed by Emmanuel Macron on July 14.

"The adaptation of our crops to climate change" will also be supported via the recovery plan, said the Minister of Agriculture, Julien Denormandie, at a time when the drought is affecting some of the farmers.

Support skills against the risk of job loss

The crisis risks depriving many French people of their jobs but also making it much more difficult for young people to enter the labor market. The government therefore plans to invest around 20 billion euros to support skills, according to Bercy. This component will include in particular the 6.5 billion euros of support measures for youth employment already detailed at the end of July.

It includes, for example, aid of 4,000 euros for any hiring of a young person under 25 for a contract of at least three months, bonuses for hiring young people in work-study programs, integration contracts or civic service. extended.

Solidarity with the most disadvantaged

Support measures for the most disadvantaged and purchasing power constitute the last pillar of the recovery. Also endowed with around 20 billion euros, it includes, for example, future aid to dependency and territories, as well as measures to stimulate profit-sharing in companies.

Above all, it contains the six billion euros "additional investment support" in the health system.
