Oil workers consider this tax effective and estimate additional budget revenues for five years at 180 billion rubles. According to their estimates, if the proposals of the Ministry of Finance are accepted, the production of projects with income tax will decrease by 340 million tons over a decade, and budget losses will amount to 2.5 trillion rubles. 

The heads of Rosneft, LUKOIL, Gazprom Neft, Tatneft and Zarubezhneft believe that the ministry is again “changing the rules of taxation in the oil industry”, thereby “violating the principle of financial stability”.

According to the newspaper, Putin put a resolution on the appeal to Deputy Prime Minister Yuri Borisov "to consider and submit proposals."
