The "Notice" proposes to accelerate the promotion of green building materials product certification on the basis of the preliminary green building materials evaluation work, include 51 products such as building doors and windows and accessories into the scope of green building materials product certification, and implement grading certification in accordance with the requirements of the "Implementation Plan".

The "Notice" requires that the approved certification body shall formulate the corresponding product certification implementation rules in accordance with the "General Rules for the Implementation of Green Building Materials Product Classification Certification" and file it with the CNCA. Certified products should follow the "Administrative Measures for the Use of Green Product Labels" (Announcement No. 20 of 2019 of the State Administration for Market Supervision) and the "Administrative Measures for the Evaluation and Labeling of Green Building Materials" (Jianke [2014] No. 75). The "Notice" mentioned the cultivation of green building materials demonstration enterprises and demonstration bases. The competent departments of industry and information technology shall establish a catalogue of green building materials products, and cultivate green building materials production demonstration enterprises and demonstration bases. The provincial-level industry and information authorities will strengthen the connection with downstream users and organize project reporting according to different geographical characteristics and market needs. The Ministry of Industry and Information Technology organizes experts to review and publicize the application materials. The specific application time and requirements will be notified separately.
The "Notice" pointed out that the promotion and application of green building materials should be accelerated. The competent department of housing and urban-rural construction relies on the comprehensive information management platform for building energy conservation and green building to build a green building materials application database, and certified enterprises or certification agencies submit applications for storage. The provincial-level housing and urban-rural construction authorities should perform their functions and do a good job in the supervision and management of storage building materials products. The provincial-level housing and urban-rural construction authorities should formulate green building materials certification promotion and application plans based on actual conditions, and encourage the use of green building materials in green building, prefabricated buildings and other engineering construction projects to give priority to the use of green building materials in the application database.
The "Notice" requires strengthening the supervision and management of green building materials product certification and production application. Market supervision, housing and urban-rural construction, industry and information departments at all levels have strengthened the supervision of green building materials product certification and production and application within their respective functions.
