A report issued by the commercial registration and licensing sector in the Dubai Economy showed that the number of branches of foreign companies operating in Dubai and licensed by it currently stands at 1429, while the number of branches of Gulf companies reaches 583.

The report emphasized that this reflects the attractiveness of the emirate at the regional and global levels, as it provides a stimulating environment for business supported by a modern and integrated system of procedures, which saves time and effort on the business community, as well as the modern legislative environment that allows businessmen to work comfortably and take advantage of promising opportunities. Which is full of local and regional markets as well.

Branch distribution

The data of the commercial registration and licensing sector indicated that with regard to the distribution of branches of foreign companies by nationality, the branches of British companies ranked first, followed by branches of Indian companies, then branches of American companies.

As for the distribution of branches of Gulf companies according to nationality, branches of Kuwaiti companies ranked first, followed by branches of Saudi companies, then branches of Bahrain companies.

Foreign companies

The branch of the foreign company should be 100% owned by the parent company, and operate under the same name and do the same business as the parent company. The branch of the foreign company also requires the presence of a company agent, provided that this agent is a citizen or a company owned by one or more citizens. The branch of the foreign company must appoint an authorized manager from the parent company.

Representative office

The commercial representation office is not considered a commercial entity in and of itself, but rather an economic activity carried out by the branches of companies, but with special criteria.

This activity includes promoting and marketing the parent company, but without engaging in any economic activity.

The commercial representation office must be registered with the Ministry of Economy, and then in the Dubai Economy. After obtaining the approval of the relevant authorities, the company must appoint a company agent, provided that the latter is a citizen or a company 100% owned by one or more citizens and is based in the UAE.

The agent of the company manages licensing requirements and other matters related to the government in return for annual fees, and the agent does not bear any responsibility or financial obligations for the facility, its branch, or its activities inside and outside the country.

Gulf companies

In addition, a branch of a Gulf company undertakes any or all of the activities listed in the parent company's license. Each branch of a company with multiple branches has the right to carry out different activities, as long as all these activities are included in the original license of the parent company.

While other Gulf countries may follow different rules in terms of merging activities, only activities in Dubai branch licenses will be accepted from the same group, even if other activities are registered with the main Gulf company.

The branch of the Gulf company should be 100% owned by the parent company, and the trade name must be identical to the name of the parent company.

Activities

The Dubai Economy stated that branches of foreign companies can practice professional activities and some commercial and industrial activities, but the approval of the Ministry of Economy must be obtained first for branches of foreign companies that practice commercial and industrial activities.
