  The "Notice" clarified that except for small-amount sporadic procurement projects implemented by means of agreement supply, designated procurement, online shopping malls (electronic stores), and bulk centralized procurement organized by centralized procurement agencies, the procurement intention items that need to be disclosed are passed Public bidding, invitational bidding, competitive negotiation, competitive negotiation, price inquiry, single-source procurement methods, procurement of goods, projects, and services within the centralized procurement catalog or above the procurement quota standard for project-based procurement (excluding confidential projects) For such projects, all procurement intentions should be disclosed. The content to be disclosed shall include the name of the procurement project, the summary of procurement requirements, the budget amount, and the estimated procurement time.

  "Promoting the disclosure of procurement intentions is conducive to optimizing the government procurement business environment and increasing the transparency of government procurement." The relevant person in charge of the Government Procurement Supervision Office of the Jiangxi Provincial Department of Finance said that suppliers can learn about government procurement information in advance and can coordinate production and operation preparations. Regulatory departments can also grasp relevant information in a timely manner to facilitate supervision.

  The "Notice" clearly stipulates that the time for disclosure of procurement intentions should be as early as possible, and in principle no later than 30 days before the start of the procurement activities. Purchasing projects that are urgently needed due to reasons not foreseeable by the budget unit may not disclose their purchasing intentions.

  It is understood that in order to ensure the stable implementation of this reform, Jiangxi will adopt a pilot promotion strategy and select the first batch of four provincial-level budget units, including Jiangxi Academy of Sciences, Jiangxi Agricultural University, Jiangxi Higher People’s Court, and Jiangxi Children’s Hospital.
