A consequent device. Since August 1, passengers from 16 countries "with high traffic of the coronavirus" must undergo a screening test in the wake of their arrival on the tarmac of French airports. Concentrating a large part of international connections, the Parisian airports of Roissy-Charles de Gaulle and Orly are at the forefront of this system.

In total, 556 passengers out of 2,671 have already been tested on Saturday at these airports on the first day of the entry into force of the health control and a second report should be published soon. Route, resources deployed and waiting time… 20 Minutes takes stock of the measure.

What is the measure in force?

Since Saturday morning, passengers over the age of 11 arriving by plane in an airport on French territory, from sixteen countries "at risk" or said on the "scarlet" list must present on their arrival "proof of the result of a biological virological screening test carried out less than 72 hours before the flight, not concluding that there was contamination by Covid-19 ”, indicates the Ministry of the Interior. If the passenger does not have this document, he is invited to be tested in a specific area set up in the airport. Due to their influence and their positioning, the Parisian airports of Roissy Charles de Gaulle and Orly are particularly in demand.

Who is affected by these tests?

The list of 16 countries is as follows: Kuwait, Bahrain, United Arab Emirates, United States, Panama, South Africa, Algeria, Brazil, India, Israel, Madagascar, Oman, Peru, Qatar, Serbia and Turkey. "The list is updated every two weeks," says the Regional Health Agency of Ile-de-France (ARS), requested by 20 Minutes. The borders being closed with the countries in question, the passengers are exclusively expatriate French returnees, people with dual nationality or foreigners with a job and an address in France. But all are subject to the same rule: "Without this test, travelers cannot enter French territory", recalls the Regional Health Agency of Ile-de-France. So there are no tourists.

What is the system and the care path?

When the passengers arrive, two lines form. Those who have their test and those who don't. Border police officers check the tests of those who did so before their trip and put a colored sticker on passports for tests that are negative. Those who do not have their test are accompanied by airport agents to the sampling area. "They fill out an identity form and a PCR test is carried out to find out whether at time T the person is a carrier of the virus or not", we detail at the ARS. Waiting time according to the agency: around thirty minutes. Once the test is carried out, the person can continue their trip, in France or in transit, explains the Ministry of the Interior in a press release. "We recommend isolation while waiting for the results, but it is not compulsory," according to the ARS. From then on, laboratories (Biogroup in Orly and Eurofins in Roissy) as well as the gendarmes are activated and directly analyze the tests on site in mobile infrastructures.

Who performs the tests?

The people carrying out these tests in Paris airports are people coming from the Red Cross, the Order of Malta, first aid workers, civil protection and members of civil security associations. All have been trained by AP-HP. In all, in the Paris airports are mobilized within the framework of this device, 80 border police officers, five criminal research technicians from the gendarmerie, 50 personnel from the AP-HP and ARS Ile-de-France as well as nine firefighters.

What about the test results?

The result is no more than 48 hours after the sample. If the result is negative, no problem. If it is positive, the person is recontacted by the health authorities and then enters “Contact tracing” monitoring. "We are going to ask him for a certain amount of information and to isolate himself for fourteen days", explains the ARS. When the person refuses the test, a quarantine measure by prefectural decree is put in place. “If the person has a place where they can isolate themselves, they do it. If it encounters a problem of isolation, the territorial isolation support unit (CTAI) can offer an accommodation solution, ”assures the ARS. Of the checks carried out on all French airports, only three people refused to be tested at Lyon Saint-Exupéry, according to the Ministry of the Interior.
