From 28 million in debt to 200 million in assets, Zhangdao Village took a "counterattack" road

  Towards our well-off life

At 10:30 in the evening, 56-year-old villager Li Jinhong skillfully turned and grilled oysters, mutton skewers, and sea shrimp in front of the charcoal stove. The son and daughter-in-law shuttled between the dining tables carrying the dishes and beer.

On the beach more than a hundred meters away, tourists returned with buckets full of clams. Not far away, more than a hundred fishing boats fluctuated with the waves. If the next day is sunny, they will "fire all arrows" towards the shallow sea to reap the gifts of nature.

This is Zhangdao Village, Donggang City, Liaoning Province, the first island at the east end of China's Ten Thousand Miles of Sea.

In 22 years, this small island surrounded by sea and a land area of only 1.2 square kilometers, relying on tourism, fishing and breeding, from a debt of 28 million yuan, the village only relied on the draft of 4 wells, the "counterattack" was 108 Family-style fishing hotel, the village's collective assets of more than 200 million yuan, and the villagers' per capita annual income of 70,000 yuan, "China's most beautiful fishing village."

"We want to turn Zhangdao into a garden-like island. Zhangdao is to be envied by others." Zhang Zhongyou, secretary of the Party branch of Zhangdao Village, said.

20 years ago, more than 500 tons of variegated clams died on the beach overnight

At 7:30 every night, Zhang Zhongyou always stood still in front of the TV, staring at the wind and rain in the weather forecast. Going out to fish in the sea occupied Zhang Zhong's youth for 6 years.

That was also the life destination of most of the villagers in Zhangdao Village. "In the 1980s, the girls on the island would marry when they were at the age of marriage, and all the boys could go out. The young people who stayed on the island did not see a way out. They earn a few hundred yuan a year and only maintain Food and clothing," he said.

In 1998, Zhang Zhongyou successfully ran for the director of the village committee. He was greeted with a village collective debt of 28 million yuan and the only village collective cash of 120 yuan. "The village has no industry and no money, so there is some income from tidal flat farming, fishing, and scattered tourism."

At that time, Zhang Zhong found that the income from exporting shellfish was considerable, so he borrowed money to put more than 500 tons of variegated clam seed. One year later, the variegated clams are growing well. "At that time, we set up a shellfish breeding factory, with fifty to sixty workers working, and a per capita income of 10,000 yuan a year. We saw hope."

But the good times didn't last long. On August 30, 2000, a big red tide caused all the variegated clams to die on the beach. "The scene was terrible." Zhang Zhongyou burst into tears on the spot. He was so angry that he was so angry that he was almost blind. , It took 7 shots of the eyeball to gradually restore vision.

Where to go from Zhangdao Village, I am confused.

Business opportunities emerged after SARS, upgrading infrastructure to "blood" the island

"Zhangdao has an island advantage. Can you adjust the industrial structure to make island tourism?" Zhang Zhongyou, who had been sluggish for a month due to the red tide incident, decided to give it a try after discussing with members of the village committee.

He ignored the discussion with his family, bought the bricks and took them directly to the house, set up 18 beds and built a bed and breakfast. "At that time, there was only one road to Mount Hua, and I couldn't do it without taking the lead." After that, about 10 villagers renovated their old houses to run homestays.

But the villagers really believed in the prospect of tourism, which originated in 2003.

After the end of SARS, the number of tourists increased sharply. There were 20,000 people on the island a year, and the supply of hotels exceeded demand. At the critical moment, Zhang Zhong used the broadcast to announce in the village: "Whoever has a bed should take tourists back to their homes for the night first, and tourists should not be allowed to sleep on the road."

After that, the tourism industry on the island started to catch fire. In order to solve the traffic problem, Zhang Zhongyou borrowed more than 1 million yuan from fifty or sixty villagers to build ships in the village. In May 2005, the "Liaodong Passenger No. 7" carrying 200 passengers was completed. The passenger transport company's revenue that year increased from two to three million yuan in the previous year to 1.2 million yuan, and in 2006 it reached more than two million yuan.

With tourists coming in, Zhangdao once again ushered in a turning point. In the peak tourist season of 2009, there was no water in the village, and tourists began to wash their faces with mineral water. At the end of the year, Zhang Zhongyou took the villagers to Xutuo Village, Beijingzi Town, opposite Zhangdao Village, to dig a well to draw water from the land to the island. Four months later, the 18.5-kilometer drinking water pipeline was finally connected, with a 24-hour output of 480 cubic meters, which can meet the daily water consumption of about 300 cubic meters in the village during peak tourist seasons.

To prevent slaughter, the villagers voted and supervised each other

Nowadays, walking on the seaside plank road in Zhangdao Village, moving to different sceneries. Fishing boats undulate with the waves, mountains and forests are lush and lush, and guest houses are dotted among them. Under the afterglow of the setting sun, the sea breeze blows, which is refreshing.

This scenery originated from the closure of the mountains in 2006. For many years, Zhang Zhongyou has led the villagers to plant trees every year. Nowadays, tree species such as hornbeam, red pine, ginkgo, and Farton are everywhere.

Whether tourists can come and return with happiness is a test of the governance ability of Zhangdao Village. Zhang Zhongyou introduced that Zhangdao Village has a monthly tourism work meeting, allowing the owners of homestays and hotels to vote and publicize each other to monitor whether there is slaughter behavior. Shopkeepers who get more than 3 votes will be fined. Once a shopkeeper got 14 votes and was fined more than 10,000 yuan.

More and more tourists vote with their feet, which also makes the life of Zhangdao villagers more prosperous. Gui Qin, a 61-year-old villager, converted a bungalow into a building of more than 600 square meters four years ago, earning up to four to five million yuan a year. The Wanghailou, run by villager Li Jinhong, can earn more than 800,000 yuan a year.

Two years ago, his wife sent a WeChat message to Zhang Zhongyou: "What are you doing all day long?" Zhang Zhong wrote word by word: "For the vow 22 years ago-to change Zhangdao. "
