The “MaPrimeRénov '” device, gradually installed at the start of the year to replace the tax credit system for energy saving work (CITE), does not currently concern the wealthiest, to the chagrin of the organizations fighting against global warming who fear that renovation projects will be slowed down.

"All French people will be eligible for this aid" from 2021, Emmanuelle Wargon told Le Figaro on Saturday. The bonus will also be usable for work in condominiums, and open to landlord owners (and not only to owners occupying their homes), she explains.

Less than 50,000 households attracted by “MaPrimeRénov '”

On its own, this device will see its budget increased, further assures the minister: "The exact amount is not yet defined, but it should be much higher than one billion euros" - against 800 million planned today for cumulative premium and CITE.

At this stage, however, “MaPrimeRénov '” has attracted less than 50,000 households since the start of the year, a rate well below the 200,000 expected by the government in 2020, in particular because of the health crisis, according to a report drawn up in June. by the agency responsible for distributing it. To explain this disappointment, a report by the Finance Committee of the National Assembly also pointed out "the great complexity of the device", with varying amounts.

More than 7 million "strainer" homes

The building is the second sector emitting the most greenhouse gases in France. The country has more than 7 million “colander” dwellings (labeled F or G), a situation that is struggling to improve. To change scale, experts advocate in particular moving to comprehensive renovations, rather than renovations by stages or gestures. The Citizen's Climate Convention, for its part, recommended that this work be made compulsory, for example during changes of owners.

Emmanuelle Wargon had indicated in mid-July that a total of "4 to 5 billion" euros would be devoted to building and thermal renovation, a good part of which is for the renovation of public buildings. On July 14, Emmanuel Macron promised "a major renovation program", starting with schools and nursing homes, without however mentioning the compulsory nature proposed by the Citizens' Convention.
