The plan clearly establishes the goal: by 2022, the proportion of green building area in newly-built urban buildings will reach 70%, star-level green buildings continue to increase, existing buildings continue to improve energy efficiency, residential health performance continues to improve, and assembly construction methods The proportion has steadily increased, the application of green building materials has been further expanded, the supervision of green housing users has been comprehensively promoted, and the people have actively participated in the creation of green buildings, forming a social atmosphere that advocates green life.

  The key tasks include the following eight aspects:

  Promote the full implementation of green design in new buildings. Formulate and revise relevant standards, incorporate the basic requirements of green buildings into the compulsory specifications for engineering construction, and improve the bottom line control level of building construction. Promote the implementation of green building standards and strengthen design, construction and operation management. Promote green building legislation in all regions, clarify the main responsibilities of all parties, and encourage all regions to formulate more demanding green building mandatory regulations.

  Improve the star-level green building marking system. According to the 13th Five-Year Plan for National Economic and Social Development, the “Green Building Action Plan” of the General Office of the State Council (Guobanfa [2013] No. 1) and other relevant regulations, the management of green building signs is regulated by the Ministry of Housing and Urban-Rural Development. , Provincial government housing and urban-rural construction departments, prefecture-level government housing and urban-rural construction departments awarded three-star, two-star, and one-star green building marks. Improve the green building label declaration, review, and publicity system, and unify the national certification standards and label styles. Establish a logo revocation mechanism, and give a time limit to rectify or revoke the logo directly. Establish a national green building label management platform to improve the efficiency and level of green building label work.

  Improve the energy and water efficiency of buildings. Combining with the clean heating in northern areas, the renovation of old urban communities, and the construction of sponge cities, we will promote the energy-saving and water-saving renovation of existing residential buildings. Carry out the construction of key cities to improve the energy efficiency of public buildings, establish a sound operation and management system, promote contract energy management and contract water saving management, and promote public building energy consumption statistics, energy audits and energy efficiency publicity. Encourage all localities to increase the green rating of government investment in public welfare buildings and large public buildings according to local conditions, promote the development of ultra-low energy buildings and near-zero energy buildings, and promote the application of renewable energy and the use of recycled water.

  Improve residential health performance. Combining the prevention and control of the epidemic and the actual conditions of various places, improve the implementation of relevant residential standards, improve the health performance indicators of the building's indoor air, water quality, and sound insulation, and enhance the visual and psychological comfort of the building. Promote a number of residential health performance demonstration projects, strengthen residential health performance design requirements, strict completion acceptance management, and promote the application of green health technologies.

  Promote assembly-based construction methods. Vigorously develop prefabricated buildings such as steel structures, and use steel structures in principle for new public buildings. Compile guides for the dimensions of commonly used components of steel structure prefabricated houses, strengthen design requirements, standardize component selection, and improve the standardization level of prefabricated building components. Promote prefabricated decoration. Build a prefabricated construction industry base and improve the construction level.

  Promote the application of green building materials. Accelerate the promotion and application of green building materials evaluation and certification, establish a green building materials acceptance mechanism, and promote the improvement of the quality of building materials products. Guide local governments to formulate policies and measures for the promotion and application of green building materials, promote the adoption of green building materials in government-invested projects, and gradually increase the proportion of green building materials used in new urban buildings. Create a batch of green building materials application demonstration projects and vigorously develop new green building materials.

  Strengthen technology research and development and promotion. Strengthen the research and development of green building science and technology, establish a scientific and technological achievement database of ministries and provinces, and promote the transformation of scientific and technological achievements. Actively explore the application of new technologies such as 5G, Internet of Things, artificial intelligence, and construction robots in the field of engineering construction, and promote the integrated development of green construction and new technologies. Combine the Ministry of Housing and Urban-Rural Development Science and Technology Program and the Green Building Innovation Award to promote the application of new technologies in green buildings.

  Establish a monitoring mechanism for users of green houses. Formulate the "Guidelines for Home Inspection of Green Residential Buyers" to provide home buyers with methods for the acceptance of house green performance and full decoration quality, and guide green housing development and construction units to cooperate with home buyers to do home inspections. Encourage all localities to incorporate the relevant indicators of residential green performance and full decoration quality into commercial housing sales contracts, residential quality guarantees and residential user manuals, and clarify quality warranty responsibilities and dispute settlement methods.
