Pension plans are "regressive" but since they are vehicles mainly used by high incomes but, at the same time, the reality is that they are only fiscally attractive for low incomes , which are precisely those that do not have the capacity to save and recruitment.
This is stated in the conclusions on the review of tax benefits that has been carried out by the Independent Authority for Fiscal Responsibility (AIReF), and in which, as this newspaper announced, the agency calls for a " complete reformulation " of these products. "It does not mean eliminating the tax benefit," AIReF sources point out, but a reform that "this complementary system must be consistent within the framework of the Toledo Pact."
