The Senate voted on the night of Saturday to Sunday a hiring bonus, especially for young people, larger than that defended by the government. The system, valued at 400 million euros, offers companies with less than 250 employees a hiring bonus for any permanent or fixed-term contract of more than six months, in the amount of 4,000 euros maximum over two years.

An increase of 50% would be applied to the hiring of young people under the age of 26 after initial training, or 6,000 euros. Except for these young people, for whom there would be no ceiling, the benefit of such a bonus would be limited to the hiring of employees up to 1.6 times the minimum wage.

A “too large” bonus for Olivier Dussopt

The Minister of Public Accounts Olivier Dussopt challenged a bonus "too large", awarded "whatever the age" and called on senators to "support the amendment" of the government on youth employment. Presented Sunday, it was rejected by the Senate, the general rapporteur Albéric de Montgolfier (LR) judging that the device adopted by the upper house at night "fully satisfies the government's intention".

The government, he proposed an envelope of a billion euros to draw "the budgetary consequences" of the announcement of the President of the Republic on July 14 "to put in place an exceptional device to reduce the cost of labor, to 4,000 euros per year for young people ”.

Help with learning and vouchers

The Senate, however, voted two government amendments in favor of apprenticeship. The first opens 744 million euros in appropriations in commitment authorizations for the financing of the measure including the professionalization contracts in the exceptional aid to learning. The second provides 7 million euros in funding for social protection for young people who will have started CFA training between August 1 and December 31, 2020 and who will not have signed an apprenticeship contract between 3 and 6 months after the start of their training.

On the night of Saturday to Sunday, the Senate also voted a measure of vouchers or leisure checks of 400 euros for 6 million modest households, in their cultural and tourist activities, including for hotel services or in the restoration. The Senate voted this device of 2.4 billion euros against the advice of the government.
