The plan to develop the Taereung Golf Course in Nowon-gu, Seoul, and supply housing is expected to be pushed forward.

While the Seoul Gangnam Area Restriction Zone (Green Belt) release plan is excluded from the Seoul Metropolitan Housing Supply Expansion Card, the government is reviewing various ways to develop military facilities such as Taereung Golf Course and public idle sites such as Jamsil Reservoir.

According to the Prime Minister's Office, President Moon Jae-in, today (20th), at a weekly meeting with Prime Minister Chung Se-gyun at the Blue House, discussed ways to increase housing supply, and decided not to lift the green belt.

The green belt lifting theory has risen rapidly with the announcement of Prime Minister Hong Nam-ki's broadcast appearance on the 14th, but it was summarized as being excluded from review by the president's comments today, leaving only a lot of confusion.

What is noteworthy is that President Moon continued the discussions between related ministries and local governments on how to build a Taereung golf course (83,000㎡) as a residential area.

This confirms the fact that the Taereung Golf Course is planning to create a site.

Taereung Golf Course, located in Gongneung-dong, Nowon-gu, is the only golf course located in Seoul. It was opened in 1966 and has been used as a military golf course.

It is located between the Military Academy and a wall.


The government has been negotiating with the Ministry of National Defense for several years to use the Taereung Golf Course to expand the supply of residential land in Seoul, but it failed to fulfill its meaning due to the Ministry of National Defense's rejection.

Taereung Golf Course was not easy to persuade because of the symbolism mainly used by high-ranking generals such as Sungwoohoe.

However, the fact that Kim Hyun-mi, Minister of Land, Infrastructure and Transport, had lunch meetings with Defense Minister Chung Kyung-du on the 15th, the theory of utilization of military facilities rose rapidly.

The meeting between the two ministers had nothing to do with the discussion on how to supply housing, but the expanded interpretation and expectations for this resulted in unexpected progress.

If some people develop Taereung Golf Course as a residential land, there is a public opinion about whether or not to keep the meat at the same place.

The fact that a residential area is built right next to the Yuksa is not very desirable even for the Yuksa.

The Air Force Academy moved to Cheongju-ro, Chungbuk, and the Naval Academy moved to Jinhae, Gyeongsangnam-do.

If you make the Taereung Golf Course as a housing site, it is difficult to exceed 10,000 houses, but if you add up the land, the site area is expected to increase to 1.5 million square meters and build up to 20,000 houses.

At the same time, the Ministry of Land, Infrastructure and Transport is scratching the grounds that can be converted into public lands among public institutions such as public corporations in Seoul and idle sites owned by the city, or even small houses.

It is also mentioned that Jamsil and Tancheon, which were designated as the happy housing demonstration districts in order to supply happy housing in the last government, are also considered.

In 2013, the Ministry of Land, Infrastructure and Transport designated Jamsil and Tancheon Reservoir in Songpa-gu as Happy Demonstration Zones to secure happy housing supply sites, but the project was not promoted due to opposition from residents.

However, the problem is that building a residential complex on a reservoir has safety issues and a lot of business expenses.

It is also possible to draw more local relocation agencies from the public institutions in the metropolitan area to build houses on these buildings.

It is being discussed how to move the National Assembly from the politics to Sejong City, but if it becomes a reality, it can create a large housing complex around Yeouido.

There are also discussions on how to build houses, such as happy houses, by developing a camping site and a transportation department near the industrial site in Yongsan.

However, these lands have not yet been returned from the U.S. military, so it seems somewhat early.


Along with this, the government is also considering a plan to increase the floor area ratio when building maintenance projects in Seoul station areas, etc., build a lot of houses, and turn some of them into public lease to supply them to young people and single-person households.

It is known that the Seoul Metropolitan City has proposed a plan to create a'high-density residential area', a new use area that significantly increases the floor area ratio, but the Ministry of Land, Infrastructure and Transport is indifferent, saying, "There is no review."

In order to create a new use area, the government's response is essential because the'Law on Land Planning and Use' must be amended.

A plan to promote the'volume ratio trading system' is also being discussed.

The floor space ratio trading system is a method in which a building owner who has left a floor area ratio builds a building with a floor area ratio higher than the statutory limit.

Where high-density development is needed, it has the effect of allowing development and transferring development benefits to low-density development areas.

Along with this, the government is also promoting measures to increase the population density by slightly increasing the floor area ratio of the 3rd new town, which is an average of 180~200%.

The Ministry of Land, Infrastructure and Transport plans to increase the floor area ratio of residential areas, but not reduce green space in the district.

The Ministry of Land, Infrastructure and Transport is dismayed as to how to ease the regulations on reconstruction, saying, "The remaining reconstruction complex is only for building new apartments with a middle-level reconstruction, and has nothing to do with the expansion of housing supply."

However, the Ministry of Land, Infrastructure and Transport is considering a'public reconstruction' plan that will allow public institutions such as the Korea Land and Housing Corporation (LH) to participate in the project to speed up the project and increase the floor area ratio to supply rental housing.

The key is whether a combination that is sensitive to interests will provide enough incentives to agree with public institutions.

It is predicted that it will be difficult to determine the presale price that the union wants, but it is also said that if the public takes over the project, the proportion of members can be increased by verifying the project cost.

The government is said to announce plans to expand housing supply in the metropolitan area as early as next week.

A government official said, "We are currently putting all possible means on the table and reviewing it."
