During his general policy speech to the National Assembly on Wednesday, Jean Castex detailed the recovery plan of 100 billion euros announced on July 14 by Emmanuel Macron, in particular through an envelope of 20 billion euros devoted to ecology. An effort necessary but not necessarily sufficient, according to the Institute of economics for the climate.

Since the start of the coronavirus pandemic, France has injected billions of euros to support its economy, but mainly in sectors that emit large amounts of greenhouse gases, such as aeronautics and the automobile industry. Some € 18 billion in total, compared to just € 3 billion in aid for the energy transition sectors. On Wednesday in the Assembly, Prime Minister Jean Castex announced in his general policy speech that an envelope of 20 billion euros would be devoted to the thermal renovation of buildings and the development of greener modes of production in transport or energy. Sufficient?

The Economic Institute for Climate (I4CE), which scrutinized the recovery plans of the G20 countries, has just taken stock of the efforts made by the richest countries. And until then, France is not really on the honor roll.

"France is unfortunately one of the bad students", confirms to Europe 1 Louise Kessler, director of the Economy program at I4CE. "On the other hand, the United Kingdom and Germany are among the good pupils. In Germany in particular, there was an announcement on an investment in equity in Deutsche Bahn in order to allow the continuation of investments in the modernization electrification of the paths iron is also a national strategy for hydrogen announced ", she explains.

"We hope we are moving towards X billion a year, and not just X billion in 2020"

The environmental counterparts are not considered sufficiently restrictive for the moment, but the 20 billion euros announced by Jean Castex should allow France to get back to the frontrunners. Be careful, however warns Louise Kessler, the transition can only be successful over time. "We hope that these measures are not only part of a recovery plan and that we are moving towards X billion per year, and not only X billion in 2020", claims director of the Economy program of I4CE .
