The plan requires synergistic utilization of industrial solid waste to prepare aggregates. In the metallurgical and coal power industry concentration areas in Hebei, Shanxi, Inner Mongolia, Shandong, Henan and other places, construct more than 10 production bases for synergistic use of metallurgy and coal power solid waste to prepare full solid waste cementing materials, concrete, roadbed materials, etc. Promote the coupling and symbiosis of industries such as steel, coal, electricity, building materials, and chemicals, and realize the annual consumption of 300 million tons of industrial solid waste.
Strengthen the industrial scale of high-value utilization of industrial solid waste. Taking Hebei and Shandong as the three key points, the overall utilization of metallurgical solid waste multi-element recovery will be carried out to improve the recovery efficiency of copper, lead, zinc, gold and other valuable components. Focus on Shanxi, Inner Mongolia, Hebei and other places, carry out the promotion and application of high-value products such as industrial by-product gypsum, fly ash, coal gangue, tailings, hot melt slag to prepare new building materials, and increase the use of high-value industrial solid waste The capacity is 10 million tons per year. Improve the level of scrap metal utilization. Coordinate the allocation of resources in the region, give full play to the advantages of existing production capacity, and guide the collection of scrap metal resources to advantageous enterprises. Promote the application of short-process steelmaking technology in iron and steel enterprises, support a group of iron and steel production enterprises to cooperate with scrap steel recycling and processing enterprises, and build an integrated large-scale scrap steel processing and distribution center. Guided by fine dismantling, clean extraction, and efficient enrichment, and using intelligent and digital management as a means, we will cultivate a number of benchmark enterprises for high-value utilization of recycled copper and recycled aluminum in the region.
Promote the efficient use of waste polymer materials. Implement the standard conditions of the waste tires and waste plastics industry, build a batch of old tire retreading, fine rubber powder preparation, recycled plastic granulation and other projects, cultivate a batch of processing and utilization leaders in Dingzhou, Hebei, Jinan, Shandong, Jiaozuo, and Pingyao, Shanxi enterprise. Strengthen the recycling of waste paper and paper-based express packaging, focusing on Tianjin, Beijing, Hebei, Shandong and other places, build 3 to 5 large-scale regional waste paper sorting processing centers and waste paper storage logistics trading centers, and create regional waste paper Recycling industrial clusters.
Speed up the recycling of retired power batteries. Beijing-Tianjin-Hebei and surrounding areas are the areas with the largest scale of promotion and application of new energy vehicles in my country. Fully exploit the advantages of key enterprises, scientific research institutions, industry platforms and third-party institutions, strengthen regional complementarity, and promote the construction of a regional recycling system as a whole. Promote Shanxi, Shandong, Hebei, Henan, Inner Mongolia to build typical demonstration projects of cascade utilization in the fields of energy storage and communication base station backup. Support the construction of power battery resource utilization projects and comprehensively improve the regional recycling capacity of retired power batteries.
Promote the industrial agglomeration and development of comprehensive utilization of resources. Guided by agglomeration, industrialization, marketization, and ecology, we will accelerate the construction of 25 industrial solid waste comprehensive utilization bases in Shanxi Shuozhou, and promote the accumulation of advantageous resource elements. Based on existing industrial parks and key enterprises, 15 renewable resource industrial parks will be built in Tianjin Ziya, Dingzhou, Hebei, Linyi, Shandong, Xuchang, Baotou, Inner Mongolia, etc., through technological transformation, product upgrade, management optimization, etc. Green parks promote collaborative innovation in technology, standards, policies and mechanisms. Select and release a batch of key projects for the coordinated improvement of the comprehensive utilization of industrial resources, cultivate a group of leading enterprises for the comprehensive utilization of industrial resources, and promote the cross-regional coordinated development and orderly transfer of the comprehensive utilization of resources industry.
Promote the production system to coordinate the treatment of urban waste. Promote the organic integration of advanced manufacturing and modern service industries, support metallurgical and building materials and other industrial kilns in cooperating with solid wastes, and explore a new path for the development of industry-city integration. According to local conditions, promote the construction of cement kilns for the cooperative treatment of domestic waste, municipal sludge, hazardous waste and other projects, and increase the complementation and replacement of solid waste on raw (fuel) materials for industrial production. Support a group of building materials companies to deploy cement kilns in Hebei, Shandong and other provinces to co-operate with domestic waste projects.
Build a green and safe city. Give full play to the rich advantages of tailings and waste rock resources in the Tangshan area, build a building supply base of solid waste mechanism gravel aggregates, precast concrete structural parts, full solid waste cementing materials, etc., to provide high-quality 5 buildings for infrastructure construction in Xiong'an New District material.
