The human resources and social security bureaus and financial bureaus of each district, the social undertakings bureau and financial audit bureau of Beijing Economic and Technological Development Zone:
In order to implement the "Implementation Opinions of the General Office of the State Council on Responding to the Impact of the New Coronary Pneumonia Epidemic and Strengthening Employment Stabilization" (Guobanfa [2020] No. 6) and "Notice on Expanding the Coverage of Unemployment Insurance" (Ministry of Human Resources and Social Security [2020] No. 40) spirit, expand the coverage of unemployment insurance to ensure that the treatment of unemployed persons should be paid out and guaranteed, and the relevant matters are hereby notified as follows:
1. Periodic implementation of unemployment benefits
(1) Application conditions
1. Unemployed persons who have received unemployment insurance premiums have not been reemployed and are still unemployed;
2. Unemployed persons who have participated in the insurance payment for less than 1 year in Beijing or have completed the insurance payment for 1 year but have terminated the labor contract for their own reasons have not been re-employed and are still unemployed.
(2) Subsidy standards
Eligible unemployed persons can receive unemployment benefits for up to 6 months per month. For those who have paid contributions for one year, the standard of unemployment benefits is 1408 yuan/month; for those who have paid contributions for less than one year, unemployment benefits The standard is 880 yuan/month. From March to June 2020, a temporary price subsidy will be issued to those who receive unemployment benefits, and the subsidy standard will be doubled from the original standard.
The period of receiving unemployment benefits does not reduce the number of years of participation payment. Unemployment insurance money, basic medical insurance premiums, funeral subsidies and pensions can be enjoyed at different times during the period of receipt.
(3) Stopping conditions
Unemployed persons receive the expiration of unemployment benefits, repay unemployment insurance premiums, die, apply for military service, emigrate overseas, enjoy basic pension insurance for urban employees or pension insurance for urban and rural residents, are sentenced to imprisonment for execution, and are provided for by laws and administrative regulations In other cases, unemployment benefits should be stopped.
(4) List and support channels
Unemployment benefits are paid on a monthly basis and are drawn from the "other expenditure" account of the unemployment insurance fund.
(5) Execution time
From March 2020 to December 2020, according to the time of application, the actual release time can be as long as June 2021.
(6) Other
Unemployment benefits can only be claimed and enjoyed once, no unemployment registration is required, and cross-coordinated areas cannot be claimed repeatedly. During the period of payment of unemployment benefits, no transfer (transfer-in) of unemployment insurance relationship is applied. After the unemployment allowance has expired or stopped, and the unemployed person requests to transfer the unemployment insurance relationship, the handling agency shall record the relevant information and handle it in accordance with regulations.
2. Periodic implementation of temporary living allowance
(1) Application conditions
Unemployed peasant contract workers who have insurance records in Beijing after January 1, 2019, but have been insured for less than one year.
(2) Subsidy standards
Eligible unemployed peasant contract workers can receive a temporary living allowance of up to 3 months per month. The temporary living allowance is 880 yuan/month. The period of receipt does not reduce the number of years of participation payment.
(3) List and support channels
Temporary living allowances are paid on a monthly basis, and are drawn from the "other expenditure" account of the unemployment insurance fund.
(4) Execution time
From May to December 2020, according to the time of application, the actual release time can be as long as March 2021.
(5) Other
Temporary living allowance can only be applied for once, not with unemployment benefits and other unemployment insurance benefits.
3. Channels for claiming subsidies
Unemployment subsidies and temporary living subsidies are applied for, and the "personal commitment" and "full-process online" management models are fully implemented. Eligible unemployed persons can apply for unemployment benefits or temporary living allowances by logging into the National Social Insurance Public Service Platform, or the Beijing Human Resources and Social Security Bureau government website, the official WeChat public account "Beijing Renshe", and the official APP.
Unemployed persons who have difficulty in applying for unemployment benefits or temporary living allowances through the Internet can be handled at the Human Resources Public Service Center in the place of residence (place of residence).
Unemployed persons apply for unemployment allowance or temporary living allowance. If the confirmed “individual commitment” is inconsistent with the actual situation of the individual, they should return all the claimed unemployment allowance or temporary living to the human resources public service center in the place of residence (place of residence). The subsidy shall be included in the social security credit information blacklist and bear the corresponding consequences.
4. Subsidy review and payment
After receiving the applications from different channels, the municipal unemployment insurance benefits management system uses the unemployment insurance ministerial comparison query system to verify with the national insurance information online, and then collects the city's human and social insurance information for automatic comparison and verification. If the verification is passed, the municipal social security center will issue unemployment benefits or temporary living allowance to the passbook (card) of the unemployed through the issuing bank according to the regulations; if the verification fails, the municipal unemployment insurance treatment information system will fail to compare The reason is notified to the individual in the form of a text message.
Unemployed persons who receive unemployment benefits or temporary living allowances should stop the distribution in the system if they stop the distribution. The municipal unemployment insurance benefits management information system shall strengthen the information comparison, and stop the distribution of unemployment compensation or temporary living allowance for persons who do not meet the application requirements.
5. Work requirements
(1) Raise awareness. Expanding the scope of unemployment insurance protection is a major decision and deployment made by the Party Central Committee and the State Council, a practical measure to do a good job of the "six guarantees", and an important starting point for responding to the impact of the new coronary pneumonia epidemic and guaranteeing basic people's livelihood. All districts must effectively unify their thinking and actions Go to the national decision-making and deployment, to further enhance the sense of responsibility and urgency, give full play to the basic function of unemployment insurance to protect life, strive to expand the benefits, and effectively protect the basic life of the unemployed people.
(2) Strengthen publicity. All districts should publicize policies to all streets (townships) and organize publicity reports. Contact the person who notified the expiration of the payment period, introduce and explain the policy content and handling process of the two unemployment insurance subsidies, and respond to the concerns of the masses in a timely manner and answer the consultation questions. If there are major situations and problems during the implementation, they shall be reported to the Municipal Human Resources and Social Security Bureau in an orderly and timely manner.
