Last year, more than 50 million people withdrew housing provident funds, and about 30,000 yuan was withdrawn per capita-

Housing provident fund, everyone?

Not long ago, the Ministry of Housing and Urban-Rural Development, the Ministry of Finance, and the People’s Bank of China jointly issued the “National Housing Provident Fund Annual Report 2019” (the “Report”), showing that the housing provident fund system in 2019 has benefited the continued growth of the number of employees, and the housing provident fund for the whole year The paid employees were 148.138 million, the number of employees was 5648.56 million, and the amount of withdrawal was 1.6281178 billion yuan, about 30,000 yuan per capita.

With the positioning of "the house is used for living, not for speculation" becoming more and more popular, what changes have taken place in the attitude of the housing provident fund? What are the new trends in the withdrawal and use of housing provident funds? Focusing on related issues, our reporter conducted an interview.

"Pay rent" is growing fast, "repayment of loans" accounts for the bulk

In cities, the main ways to meet housing needs are to buy a house or rent a house. "Report" shows that in 2019, housing provident fund loans and withdrawals accounted for nearly 40% of paid employees. In terms of renting housing, the housing provident fund supports 10.1382 million people to withdraw 93.783 billion yuan for housing rental, an increase of 32.28% over the previous year.

Meng Xian works in a well-known public relations company in Shanghai. For the convenience of work, she chooses to rent a house not far from the company. Meng Xian told reporters that since the company is located in Jing'an District of Shanghai, which belongs to the center of the city, the nearby rents are very expensive. Rents account for a large proportion of my monthly salary, and the housing provident fund is very important to support renting.

"Now, my monthly provident fund is about 2,000 yuan, which is basically withdrawn according to the lease withdrawal method. The withdrawal information registered on the housing provident fund system will always be automatically renewed. The withdrawal of the accumulated provident fund every 3 months is very useful. Convenient." Meng Xian said.

Similar to Meng Xian, after graduating from Peking University, Qu Cheng worked in many cities and now works in an Internet company in Hangzhou. Qu Cheng said that he was still very young and did not want to be tied to a specific city or region, so he chose to rent a house to live. In this way, it will be easier to change jobs or even a city life.

"My housing provident fund is still mainly used for renting. Now, my housing provident fund for one month can pay for the rent of a single apartment." Qu Cheng told this reporter that the amount of provident fund depends mainly on the basic income and the company The percentage paid to employees. In Hangzhou, you can withdraw your housing provident fund once a year.

In addition to the obvious increase in the use of rental housing, "buying a house to pay back a loan" is still the "big head" for the use of housing provident funds. The "Report" shows that in 2019, a total of 2.684 million personal housing loans were issued, and the number of withdrawals was 56.485 million, an increase of 13.25% and 8.72% respectively over the previous year. At the same time, the housing provident fund personal housing loan interest rate is 1.65-2 percentage points lower than the commercial personal housing loan benchmark interest rate during the same period, and the average interest savings per loan can be 91,300 yuan.

"After I got married, I bought a house in Beijing. Now, I will withdraw more than 3,000 yuan of provident funds every month, which is mainly used to repay the mortgage." Zhang Jingyu, who works in a bank in Beijing, said to himself, if the house If the provident fund is higher, the pressure to repay the loan will be lower, so I hope that the housing provident fund can be steadily increased.

There are gaps in deposits and different demands

Although the housing provident fund has played a large role in supporting housing, there are still a considerable number of people who do not "have a cold" for their housing provident fund. The "Report" shows that in 2019, the housing provident fund withdrawal accounted for 37.96% of the paid employees. Although the withdrawal amount increased by 10.46% over the previous year, the withdrawal rate decreased by 1.34 percentage points over the previous year.

In an interview, the reporter found that there are two main cases of long-term "ignoring" the housing provident fund: one is that the housing problem has been solved through the purchase of self-owned housing, and the second is that the unit's housing provident fund payment limit is low, resulting in "a weak sense of existence." ".

Chongqing girl Tan Li is engaged in education and bought a house a few years ago, with little debt. "Because I have bought a house and the pressure to repay the loan is not great, I don't pay much attention to the changes in the housing provident fund. As part of the normal employee income, I hope that the deposit of the housing provident fund is determined by the employees themselves, which can be more convenient. , More freely into wages, flexible control." Tan Li said.

"I have a housing provident fund of about a few hundred yuan a month. So I can’t remember the money for buying a house or renting a house. I have been working for several years, and my housing provident fund hasn’t been touched. I don’t want to withdraw it. Research." Lu Nan, who works in a logistics company in Tianjin, said that he now lives relatively stable, and he hopes that the housing provident fund can be directly paid to him in the form of wages or other income, so that he can get a stronger sense.

Some are used to rent a house, some are used to repay a loan, some hope to raise the standard of deposit, and some hope to become a salary on hand... Different purposes and different demands, how should we look at it?

"In the past two years, the annual deposit of housing provident funds has continued to increase at an annual growth rate of about 12%. The proportion of non-public economy employees such as urban private enterprises, other urban enterprises, foreign-invested enterprises, private non-enterprise units and the number of new accounts opened gradually. This is a positive phenomenon. This aspect benefits from the government continuously improving the fairness and inclusiveness of the housing provident fund system and expanding the coverage of the housing provident fund. On the other hand, it also stems from the fact that some companies have moderately improved the employee housing provident fund deposit Amount to attract outstanding talents." Xu Xiaole, chief analyst of Shell Research Institute, said in an interview with this reporter.

Xu Xiaole further pointed out that at present, a large number of young people and new citizens still have greater pressure on housing, and the housing provident fund support is still insufficient, and further reform and improvement are needed.

Help to protect people's livelihood, still need to be improved

In May this year, the Opinions of the CPC Central Committee and the State Council on Accelerating the Improvement of the Socialist Market Economic System in the New Era clearly stated: "Accelerate the establishment of a housing system with multi-subject supply, multi-channel security, and rent-purchase simultaneous reform of the housing provident fund system."

In practice, various localities have also responded actively to let the housing provident fund play a greater role in protecting people's livelihood. For example, Harbin, Heilongjiang increased the housing provident fund to pay for the rent of public rental housing; Yulin City, Guangxi, for rented workers who are under pressure to pay rent during the epidemic prevention and control period, the housing provident fund is adjusted from the original annual withdrawal to monthly withdrawal; Weifang City, Shandong It is proposed that lessees and their spouses who meet the conditions for drawing housing provident funds for renting self-occupied housing can independently determine the method of drawing according to their actual conditions...

"Currently, the housing provident fund can effectively help me relieve part of the rent pressure. Therefore, I personally support the country to continuously improve and reform the housing provident fund system." Meng Xian said that although the direct cancellation of the housing provident fund can reduce the pressure on enterprises, indirectly release more vitality However, whether buying a house or renting a house, young people working in big cities will eventually need a decent living environment. In the future, the housing policy needs to be adjusted more, and a housing provident fund system that takes into account the reasonable demands of all parties should be explored.

Xu Xiaole said that the epidemic has affected the income of many enterprises and employees. In order to alleviate the pressure of employee rent payment, many places have introduced detailed policies to increase the amount of employees' housing provident fund withdrawals and reasonably increase the rental withdrawals. As policies increase support for provident fund rental housing, employees' awareness of using provident fund to pay rent continues to increase, and it is expected that the number and amount of provident fund housing rent withdrawals will increase further in 2020.

Regarding the reform direction of the housing provident fund system, Xu Xiaole believes that two main points should be emphasized: one is to expand the use of the provident fund, and the other is to explore the establishment of a flexible and voluntary payment system to allow the benefits of the provident fund to benefit the new citizens. "For example, to further explore the expansion of the provident fund for the payment of rent, and at the same time, the existing housing renovation and reconstruction into the use of provident fund withdrawal, allowing citizens to withdraw the provident fund to pay for additional elevators and improve living conditions."

Several industry insiders suggested that in the future, the housing provident fund should further strengthen management and improve the efficiency of use, especially to promote the convenience of cross-provincial and cross-city loans and withdrawals, strengthen inter-city integration, and realize the "account walk, money "Follow the account", let the housing provident fund system play a more efficient role in ensuring people's livelihood.
