If you find yourself in trouble while entering a newly built apartment, you often have a dispute over that responsibility. To reduce such disputes, the rules will change from next year so that prospective occupants go for more than two days before entering the apartment, and if there are any defects, the measures should be ended before moving in.

For more information, reporter Yoo Duck-ki will tell.

<Reporter> This

apartment is located in Hanam, Gyeonggi-do, which has been 2 years since moving in.

As the sprinkler piping exploded, a portion of the ceiling that couldn't beat the weight fell off, and the whole house became water.

[Apartment sprinkler defect victim: like an explosion or thunder hitting right next to… I was very surprised.] When the

sprinkler leaked water, it was repaired, but a month later the plumbing broke.

The ceiling of the lower house also fell with the pouring water.

The defect was wrong, no, the hydraulic pressure was wrong, the contractor and the management company delayed the responsibility and delayed the repair work, so the tenant's suffering increased.

[Apartment sprinkler defect victim: You can't live here. Whatever they do (whether they are responsible) or whatever they do... I can't even live at home now.]

[Households downstairs: Because they are selling pre-sale. Anyway, the construction company wants to take advantage of... . The AS problem and the overall (let's) part are the consumers' responsibility... .] When

coverage began, the contractors and subcontractors revealed that they would proceed with compensation for damages on a moral basis.

About 4,000 cases of such disputes are filed with the Dispute Mediation Committee under the Ministry of Land, Infrastructure and Transport.

Due to the revision of the Housing Act, the prospective occupants must conduct at least two days of advance visits from January of next year until the move-in date.

The government intends to clarify the standard of defects and expand the scope of this year.

However, disputes about defects that are difficult to find at a visit before moving in, such as the piping problem, are still likely to turn into legal disputes due to the contention over liability.
