In a very difficult disaster situation, pre-sale contractors are suffering from unrestrained and uncommitted suffering as if they were trapped. It is estimated that there are more than 5,000 households across the country. All are residential officetel business conducted by affiliates of the same group as Dyne Construction, ranked 66th in the ranking.

I visited victims of complaints from all over the world.

● "There is no hell."

It is attractive that concentrated residential officetels are relatively cheaper than apartments and are easier to receive. Because of this charm, many elderly victims who tried to live in a new house once in old age were many. In addition, there were many young pre-salers who were located in a commercial center with good transportation. This is why homes are not being built and hundreds of thousands of won per month inevitably leads to serious economic hardship for victims.


58-year-old Mo, who signed a residential officetel in Dine Royal Palace in Dongseong-ro, Daegu, lives in a rental home for a 90-year-old elderly woman with dementia. You must have moved into a new house a year ago, but the construction is suspended without commitment. From the beginning of this year, the company had to pay 700,000 won each month as it was charged with the middle-interest loan interest that the operator promised instead. Mr. Jeon, who was a special employment worker for delivery, was infected with Corona 19 in February due to overwork. Fortunately, the sick but unstable job did not give Mr. Je a chance again.

Mr. Jeon, who had to go out to work in the garlic field and pay for interest with a body that has not fully recovered since Corona 19, says the situation is not understood.

"I can't work. I have to pay for the interest, but I have more blood, but the rice doesn't go over. I can't sleep. This isn't what I buy. Really. I don't think I bought that wrong."


The stopped construction site also stopped the newlywed dream and the youth's future. I met Kang Mo, a 32-year-old who received a sale of a multi-use officetel in Beonyeong-ro, Ulsan. When this situation occurred when the house was contracted to be used as a newlywed house, the marriage was postponed without commitment. As expected, the house, which should have moved in and raised the dream of a newlywed, is suspended while construction is suspended. In addition, it was said that he was unable to handle the mid-term loans and interests due to the sudden interest bomb, and he fell into a poor credit situation.

Even in the era of ultra-low interest rates of 0.5% of the standard interest rate, middle-interest interest is a group loan without collateral, and most of them are 2 financial sectors. Victims are also negotiating individually with each financial institution asking them to postpone interest, asking them to lower interest rates.


The 57-year-old Park Mo's 20-year-old daughter is said to have blocked her job. When interest was not paid in a timely manner, financial institutions seized the bankbook. The company wondered that there was no account in my name that could be used as a paycheck.

"If I go to the interview and pass, the fact is that the passbook is garnished and I can't write it, so I see the child with strange eyes. I can't receive the deposit. I'm sorry. I can't work with us.'

I tried to cancel the contract even if I had reported damages to escape the interest burden, but it was in vain. Even when the contractor cancels, he will return the money if the building is completed and then moved in.

The building doesn't go up, the interest in the ring comes every month, and there is no way out of this pain. Dine Construction's construction sites that have been suspended or postponed are estimated to have approximately 5,000 households across the country, including Yeongnam, Busan, Daegu, Ulsan, Yangsan, and Changwon.


● The executive who has paid the balance in advance... Raising suspicion

of'fraud' When a construction project is undertaken to prevent such damage, the trust company acts as a proxy for fund management to ensure that construction costs are well executed. But why did this happen?

Some implementations of Dyne Group held an event in 2017~18 when they sent mail, text, etc. to pre-salers and paid the balance in advance. Up to 12%, several pre-salers participated in the event, suggesting that it could save significant costs.


By the way, the deposit account presented was the account of the implementer, not the trustee in charge of managing the funds. Money deposited outside a trust company is not guaranteed to be paid. Those who did not know this, deposited the discounted presale price as an enforcer according to the guidance of the operator who signed the presale contract.


Kim Mo, a 50-year-old who signed an officetel in Hanam Misasa New Town, gave a discount, so he even prepaid all of the 140 million won in the middle of the loan.

"I'd rather deposit it because I wanted to get a prepaid discount than to get interest. Then I saw it and I couldn't accept it if I didn't deposit it in the trust company."

Mr. Kim even moved in after completing the officetel, but has not taken over ownership. As a trust company that needs to register ownership transfer, it is a position that it is difficult to transfer ownership because it has not received the presale price. Pre-salers have no way of knowing whether the money that went into the contractor was properly spent on construction.

Lawyer Lee Sang-hyun, who came to help victims of the pre-sale of Dyne Construction, explains that this practice can be a criminal act such as fraud or embezzlement.

"There is no reason for the operator to receive the money. If the operator receives the money, it can be a fraudulent offense against a foster child or the embezzlement of the company itself, unless the money is handed over to the trustee again."

Even if the contract says "You must deposit in a designated account in the name of the trust company," it may be a problem if the operator knows that and pays the discount terms directly.


"Fulfillers may be subject to fraud because the operator must eventually explain where the money was spent, and if it is not possible, the operator will eventually cheat on the moisture and take the prepayment."

The amount of money earned by the implementers was over 350 billion won and 160 billion won nationwide.

● Dyne Group "Interested and prepaid to reduce damage"


The operator explained that the money received in advance was used to pay interest. He said that he tried to fill in the interest of the middle-income loans in various places in advance. He explained that the reason the construction stopped due to lack of funds was due to the tightening of mid-payment loan regulations since 2017. While doing business in all parts of the country, from 2017 onwards, the regulation of mid-term loans became more severe, increasing the number of workplaces where collective loans were not possible.

In the meantime, the suspended business was handed over to the development trust, and the rest of the business said that they were trying to reduce the burden on the victims by somehow carrying out the construction work.

However, officetels are often not covered by pre-sale guarantees. In the case of apartments over 200 households, the pre-sale guarantee is mandatory according to the Housing Act, but residential officetels have to choose between the trust method and pre-sale guarantee as in this case.


As the demand for residential officetels increases along with changes in living conditions such as the increase in single-person households, there are also discussions that require officetels to pre-sale, but this is not easy either. Unlike apartments built for residential use, residential officetels are mainly built in the same way as houses and malls. However, it is difficult to introduce a pre-sale guarantee because shopping malls have a relatively high risk of guarantee, such as a higher probability of unsold than a home.

Because of this, it is said that the pre-sale system itself should be abolished in the officetel. If post-sale drugs don't take place, these problems can recur at any time.

● Victims who can't do this and those who are appealing

to the National Assembly right now, there are no other ways but victims who are bound by Dyne's Royal Palace to receive money through long litigation process or wait until the building is completely built. Victims have been preparing for emergency measures and have been in rallies and press reports since last year, but the situation has not improved.

Despite the large number of victims, it is difficult to make a voice. This is because the workplaces are scattered by region, and the situation is different. In some areas, the building is on the verge of completion, and in some areas, it has been stopped in the middle, so the victims are forced to take different positions. The position of the victims waiting for a refund after signing a termination contract and the victims waiting for the building to be completed after construction is resumed will be different.


Some victims have taken steps to bring criminal charges to multi-groups, including suing police and prosecutors. The Daegu Regional Police Agency's Intelligence Crime Investigation Team is conducting investigations by employing three related persons, including Chairman Dong-Seok Oh of the Dyne Group. However, as there are several affected areas, the investigative agencies are scattered all over the country, and the investigation proceeds slowly because of the numerous cases of victims.

Victims have now decided to demand politics to resolve. On the 3rd of July, we will hold a rally in front of the company together with the Democratic Party in Yeouido, Seoul, demanding aggressive investigations, reducing the burden of interest, carrying out construction work, and implementing contracts.
