“Nord Stream 2 AG insists that on the actual date of May 23, 2019, the pipeline was completed in terms of economic functionality,” the report said.

They noted that on the basis of the then existing legal framework, the company “made a non-repayable investment of several billion euros long before the European Commission announced its plan to amend the Gas Directive.”

In mid-May, the German regulator rejected the Nord Stream 2 AG application for exempting the construction of the pipeline from the requirements of the EU Gas Directive.
