Officials of the General State Administration may telework up to four of the five days of the week. It will not be all, but if a good portion:

Those who have children under 14 years of age.

Those who are in the care of dependent or disabled people.

Those who belong to groups vulnerable to the coronavirus.

The rest of the staff will be able to work in a "non-presential" way at least one day of the week.

The news is the result of a pioneering and unusual agreement between the Government and the unions that is likely to become official today with the heading of Carolina Darias, Minister of Territorial Policy and Public Function. Because until last night, union agents and senior officials of the Ministry finalized a resolution that will regulate the organization of work in the "new normal".

The document signed by the Secretary of State for Territorial Policy and Public Function, Francisco Hernández Spinola, establishes the conditions under which the officials of the General State Administration (AGE) will be able to work from next Monday, June 22 (the date on which the alarm state) until the end of the pandemic is declared.

The most novel thing is what the text refuses to call telework and calls "non-contact modality". The resolution indicates that "up to 20% of the weekly working day will be face-to-face" for priority groups and that "a minimum of 20% of the weekly working day" will be face-to-face for the rest of the staff.

And everything will be reversible. In other words, the worker may avail himself of this formula, but return to the original if he wishes or if the "needs of the service" require it.

The agreement does not establish an obligation. Although the resolution reflects the general tendency to face-to-face work in the Administration, teleworking will be somewhat voluntary. And it will take place during the days that the company and the worker negotiate: the maximum will be four, but they may be one, two or three. Or neither.

In the case of officials who are not part of the priority groups, the agreement guarantees that they will be able to telework for at least one day, which opens the possibility that they may be more if they negotiate with the company.

200,000 people

We are talking about the approximately 200,000 men and women who work in the AGE, that is, in the offices of the ministries, Social Security, the Tax Agency, the Police, the DGT ... The agreement does not affect the civil service of the autonomous communities , but it could end up reaching all that universe. "We hope that this experience is transferable to other sectors. It is an advance in the implementation of non-contact work, a qualitative leap, the first time in history that an agreement of this type has been reached." Tells Carlos Martinez, head of the General Administration of the State in the union CSIF, the majority in the Civil Service and one of the architects of the pact with the government along with other unions.

The CSIF speaks of a "historical advance in the reconciliation of family and work life". The Government of "an improvement in the reconciliation of professional development with personal and family life and a respect for the principles of equal treatment between men and women and co-responsibility".

In this "new normal" of the Administration, the attention to the public via telematics and telephone will be prioritized and an appointment will be required for face-to-face negotiations. The document contemplates the possibility that, due to flexibility, some administrative centers may extend their hours until 9:00 p.m.
