This is mainly manifested in the mismatch between the supply of public facilities and the size of the population in cities and towns, the lack of sound investment and financing mechanisms for urban construction, and the insufficient capacity of urban governance. The next step will be to improve the quality and level of urbanization, accelerate the completion of shortcomings in urban infrastructure and public services, pay more attention to urban renewal and urban governance, and improve the support capacity for industry and population agglomeration.
Meng Wei pointed out that from the perspective of key work, there are mainly the following aspects:
First, based on the size of the permanent population, improve the urban public service system. Promote all types of cities, especially those with concentrated migration of agricultural population, to open and relax restrictions on settlement, continue to improve the basic public service provision mechanism based on the residence permit, linked to the length of residence and other conditions, according to the size of the permanent population, Distribution and structure to equip basic public service facilities. At the same time, accelerate the development of central cities and key urban agglomerations to form new growth poles and growth space.
Second, take the urbanization of the county town as a starting point, and improve the comprehensive carrying capacity of the town. Recently, our committee has issued the "Notice on Accelerating the Strengthening and Weakening of the Urbanization of County Towns", aiming at the public domain where the market cannot effectively allocate resources and requires government support and guidance, focusing on improving public health service facilities and environmental health foundations. In terms of facilities, municipal public facilities and county economic cultivation facilities, the "Notice" clearly proposed 17 construction tasks, giving priority to supporting the construction of county towns in the eastern region, and orderly supporting the urbanization of the central and western and northeastern regions. Third, with the transformation of old communities as the starting point, accelerate urban renewal.
