  In 2004, the General Administration of Civil Aviation of China agreed that private enterprises and travel agencies should set up airlines, and Spring and Autumn Travel Agency became the first group of private companies to plan for airlines. Relying on strict cost control and scientific refined management, Spring Airlines has embarked on a path of development under the predominance of state-owned enterprises in the civil aviation industry.

  Wang Yu pointed out that this requirement reiterated the direction of adhering to market-oriented reform, which has great guiding significance for the development of private enterprises.
