NS will retain exclusive rights to the national railway network even after 2024. State space Stientje van Veldhoven (Infrastructure) writes in a letter to the House of Representatives for international connections and a number of regional lines.

According to Van Veldhoven, the NS performs well, also in comparison with foreign rail companies. The admission of more parties to the main network is considered by the State Secretary to be "complex and risky, which could ultimately be disadvantageous for both the traveler and the taxpayer".

On connections with Germany and Belgium, the government sees room for parties other than NS. In the near future it will be investigated which lines qualify for this.

Regional carriers will also be eligible to run sprinters between Zwolle and Leeuwarden by 2025 and later also between Zwolle and Groningen and between Apeldoorn and Enschede.
