  Yan Mingchi, Director of the Department of Policies and Regulations of the Civil Aviation Administration, introduced here that the "Hainan Free Trade Port Pilot Opening Seventh Freedom Implementation Plan" has four major highlights: First, the Seventh Freedom of Cargo was previously opened only to individual countries in individual cities. It is beyond the highest level of opening of China's existing bilateral air traffic rights arrangement and the highest level of free air traffic rights opening in the world. Free trade ports such as Singapore and Dubai mainly open the seventh air traffic rights.

  The second is one-way autonomous opening. Generally speaking, air rights are arranged according to the principle of reciprocity through the bilateral air transportation agreement between the two countries. Judging from the development of air rights policy in recent years, some countries have achieved a higher degree of air rights opening with other countries through the "Sky Open" agreement, such as the United States and Australia; some have achieved a single aviation market within the region through multilateral means, such as the European Union and ASEAN country. These open air rights are open to each other. The pilot opening of the Seventh Freedom in Hainan this time is China's one-way independent openness to the outside world. It does not presuppose that other countries open the Seventh Freedom to China on an equal basis, nor does it need to make separate arrangements through bilateral transportation agreements.

  The third is the overlapping of open policies. The Hainan pilot opened the seventh passenger and cargo rights in Hainan this time, and made detailed provisions and implementation of the three, four and five navigation rights that have already been piloted. Three, four, and five air rights have formed a superposition of multiple air rights opening policies. Airlines can establish a more convenient and accessible air transportation network through the arrangement and combination of air routes and flights.

  The fourth is the experimental field of open policy.
