High-level talents can enjoy millions of subsidies when buying houses

  According to local government documents and public reports, since this year, many regions have issued or adjusted policies for housing subsidies for the introduction of talents, medical staff, migrant workers and other groups. In terms of amount, there are 6 regions where the subsidy amount reaches one million, namely Hangzhou, Suzhou Industrial Park, Nanjing Jiangbei New District, Taizhou, Nanning and Jinan.

  Among them, Hangzhou has the highest subsidy amount, reaching 8 million yuan. In February of this year, Hangzhou launched the eight measures of "Strengthening the Epidemic and Introducing Talents, and Looking Forward to the Future" to increase the subsidy for high-level talents to purchase houses. The top class talents will be given a subsidy of 8 million yuan for the "one person, one negotiation", B, C, D Talents of this category are granted subsidies for purchases of 2 million yuan, 1.5 million yuan, and 1 million yuan respectively.

  The Nanjing area and Suzhou area of ​​China (Jiangsu) Pilot Free Trade Zone have also introduced relevant policies. On June 5, Nanjing Jiangbei New District (the jurisdiction of Nanjing District) issued a notice to implement a top-level talent gathering plan on the blockchain. Those who are identified can enjoy a subsidy of up to 3 million yuan for house purchases. At the end of April, a document issued by the Suzhou Industrial Park (a district under the jurisdiction of the Suzhou area) proposed that top talents working full-time can receive a subsidy of up to 5 million yuan for buying a house on a "one case, one matter" basis.

  In addition, in early March, Jinan issued a policy that key high-level talents can enjoy up to 1 million yuan in housing subsidies, up to 5 years of rental housing subsidies or up to 5 years of rent-free apartment for talents. Also in March, Taizhou launched the 2020 "500 Elite Program", and newly introduced high-level talents can enjoy a subsidy of up to 3 million yuan in house purchases.

In April, Nanning issued a document to expand the scope of housing purchase subsidies. Since then, further adjustments have been made. According to the current regulations, Nanning will provide a subsidy of 2 million yuan for the purchase of A-type talents, 1.2 million yuan for the purchase of B-type talents, 600,000 yuan for C-type talents, and 400,000 yuan for D-type talents. Class E talents will receive a subsidy of 200,000 yuan for house purchase.

For example, Xingtai said that undergraduates, senior technicians, senior workers and other urgently needed talents are included in the scope of housing subsidies, and eligible individuals will be subsidized at 2% of the total purchase price. Luzhou said that for the purchase of self-occupied housing, a home purchase subsidy will be given at a certain percentage according to the total purchase price. From March 2020 to February 2022, there are three types of subsidies at different purchase times: 3%, 2%, and 1%. The total subsidy limit is 50,000 yuan.

  In addition, Guilin, Hengyang, Chenzhou, Zhenjiang, Yulin, Qinzhou, Fuzhou, Zixing and other 8 regions proposed to implement deed tax subsidies for purchases, based on the deed tax paid, and the subsidy ratio varies from 30% to 100%. The Sino-Singapore Jingwei client noted that Guilin and other four regions have proposed that medical staff provide full deed tax subsidies for the purchase of houses.

  Among them, Guilin said that if the frontline anti-epidemic medical personnel purchase new commercial housing in 2020, they will be given 100% subsidies in the same amount according to the deed tax actually paid. Zhenjiang stated that within 3 years from the date of issuance of this notice (February 21, 2020), all medical staff who went to Hubei, who bought a house in Zhenjiang and met the provident fund loan conditions, will enjoy a 50% increase in the personal loan limit and the full deed tax Subsidy policy.

Documents in the three places are sent first and then withdrawn

  It is worth mentioning that, in addition to the above 30 regions, Zhumadian City, Henan Province, Chifeng City, Inner Mongolia Autonomous Region, and Ningyang County, Tai'an City, Shandong Province also introduced housing subsidy policies during the year, but later the relevant documents were not implemented.

  According to public reports, on February 21, Zhumadian issued a document proposing for the first time to reduce the proportion of residents' down payment, and the minimum down payment ratio for the first home loan was reduced from 30% to 20%. In addition, the subsidy for the purchase of the first set of residential houses in downtown areas and counties is 200 yuan/㎡, the subsidy standard for college graduates is 150 yuan/㎡, and the subsidy standard for migrant workers is 100 yuan/㎡. On February 28, the main responsible comrades of Zhumadian Municipal People's Government were interviewed, and the policy document was withdrawn thereafter.

  On April 16, Chifeng launched the "Several Measures for Stabilizing Housing Consumption during Epidemic Prevention and Control" to encourage individuals to purchase houses and provide financial subsidies to individuals who purchase newly-built commercial housing houses at 50% of the actual tax paid for the houses they purchase. Not only that, the document proposes to promote the advance (sale) of commercial housing and increase the use of housing provident funds. Three days later, the Chifeng Municipal People’s Government issued a notice saying that after research and decision, “Several Measures for Stabilizing Housing Consumption during Epidemic Prevention and Control” will not be implemented.

  On May 15th, Ningyang issued a document saying that buyers who purchase ordinary housing (excluding second-hand housing) and have signed an online contract for record and actually purchased will be subsidized according to the standard of 5,000 yuan per set. The subsidy period is from From the date of release to October 8, 2020. In addition, the sale period of second-hand houses is cancelled, down payment is reduced, and enterprises are encouraged to offer discounted sales. Two days later, the People’s Government of Ningyang County issued a notice saying that the above-mentioned documents did not comply with the relevant requirements of the superiors due to some of the provisions. After research, they decided not to implement them.

  Regarding the above situation, Yan Yuejin, Research Director of the Think Tank Center of E-House Research Institute, pointed out to the client of China-Singapore Jingwei that the policy issued by Zhumadian has a strong stimulating tendency and was the representative policy with relatively loose national policy at that time. Regarding Chifeng's policy, Yan Yuejin said that the biggest highlight of this policy is to clearly put forward the expression of "encourage individuals to buy houses". Compared with the relatively implicit expression of many cities in the country, Chifeng's policy statement has a strong market-oriented orientation.
