The 11 key parks are: Haikou Jiangdong New Area, Hainan Free Trade Port, Hainan Free Trade Port Yangpu Economic Development Zone, Hainan Free Trade Port Boao Lecheng International Medical Tourism Pilot Zone, Hainan Free Trade Port Haikou National High-tech Industrial Development Zone, Hainan Free Trade Port Haikou Comprehensive Bonded Zone, Hainan Free Trade Port Sanya Yazhou Bay Technology City, Hainan Free Trade Port Sanya Central Business District, Hainan Free Trade Port Wenchang International Space City, Hainan Free Trade Port Lingshui Rian International Education Innovation Pilot Zone , Hainan Free Trade Port Ecological Software Park, Hainan Free Trade Port Haikou Fuxing City Internet Information Industrial Park.
Hainan Province regards 11 key parks as a model area and a pilot area for promoting the construction of Hainan Free Trade Port. It will make full use of the advantages of institutional innovation, take the lead in implementing relevant policies and conducting stress tests, and promote the development and innovation of Hainan Free Trade Port.
Hainan Province requires that all key parks seize the five-year transition period before the closure of the whole island, accurately grasp the relationship between “first-line” and “second-line”, and scientifically demonstrate the “second-line” control problem, and move towards the “first-line” as early as 2025. Let go of it completely, and "second line" completely control the goal promotion work. It is necessary to build high-standard open port and "second-tier" port infrastructure and regulatory facilities, formulate specific risk response plans in the field of trade and investment, improve the rapid response mechanism for early warning of imported commodity risks, and crack down on smuggling activities with precision and efficiency.
The first-class park is an important carrier for Hainan to accelerate the construction of a free trade port. Since the establishment of the Hainan Free Trade Pilot Zone in April 2018, Hainan has successively issued a series of support policies, delegating 43 jurisdictions to key parks and promoting "projects to enter the park and let the park make the final decision." As of the end of 2019, the province's key industrial parks have attracted 15.478 million companies to settle, an increase of 55.25% year-on-year. The park has less than 1% of Hainan's land area, contributing more than 30% of total tax revenue.
In April 2020, the 19th meeting of the Sixth Standing Committee of the Hainan Provincial People's Congress reviewed and adopted the "Decision on the Management System of Key Parks in Hainan Free Trade Port Yangpu Economic Development Zone", giving the park management institutions relatively independent powers, financial rights, Personnel rights are encouraged to reform the system and mechanism through the establishment of statutory institutions, and implement an enterprise-based and market-based employment system.
