The government opened yesterday to cede the management of the minimum vital income (IMV) to all the autonomies that want it, but from 2021. It is somewhat insufficient for the PP barons, who are even studying to go to the Constitutional Court to claim that they be allowed to administer this social policy, like the Basque Country and Navarra. Also two regional presidents of the PSOE have demanded to take control of the measure as soon as possible, since the powers of social assistance are transferred: Ximo Puig (Valencian Community) and Javier Lambán (Aragon).

The Executive has allowed the two foral communities to take the reins of this aid - the star social measure of the legislature - in exchange for the PNV's parliamentary support for the coalition Executive. At least seven autonomous communities have rebelled against this "discrimination": Andalusia, the Valencian Community, Galicia, Aragon, Cantabria, Catalonia and Castilla y León. All of them want to directly manage the IMV.

Well, the Government has left that possibility open. This is clear from the decree-law that regulates income, published yesterday in the BOE. The fourth additional provision of the rule stipulates: «The Government will study from 2021 the conclusion of agreements with the CCAA that contemplate management formulas for the provision of IMV».

In other words, the Autonomous Communities will have to wait a minimum of seven months to receive this transfer through a "subsequent arrangement , " according to the inclusion minister, José Luis Escrivá. Meanwhile, the Basque Country and Navarra could take five months, according to the decree: until October 31. Until then, a "management commission" will be signed, as a bridge.

This "privilege" has encouraged the barons of the PP, who, led by the Andalusian Juanma Moreno, are studying legal actions against the rule. The central government will have to "rectify" and cede management to the regions to avoid the appeal of unconstitutionality, says the president of the Board. For the Andalusian vice president, Juan Marín, the decree can "exceed the powers" of the autonomies. "If we have to resort to it, we will," he said.

The doubts regarding powers lie in the fact that article 148.1.20 of the Magna Carta enables social assistance as a competence of the autonomous communities, but article 149.1.17 establishes as the exclusive competence of the State "the basic legislation and economic regime of Social Security ». And the design of the IMV manages the Institute of Social Security.

Escrivá argued in Cope that the regions of the common fiscal regime are not transferred by the administration of aid because they want to prioritize effectiveness. And "some have not proven to be so", while the Basque Country and Navarre do.

This unnerved the President of Galicia, Alberto Núñez Feijóo , who replied shortly after that "you have to be a little more cautious . " This is not economic decisions, but political ones . And the political decisions that produce inequality sooner or later have to be amended, "he pointed out in Telecinco.

The President of this Castilla y León, Alfonso Fernández Mañueco , describes as "essential" that regional governments participate in the management of this subsidy, that their autonomy was the first to be implemented. "We will go to the last consequences," including courts, point in their environment. "We are the only one with outstanding dependency," they add.
