For the Pedro Sánchez government, economic reconstruction and tax increases are two indivisible terms. The first part is inconceivable without the second, and that is how the two ministers directly responsible for this policy explained them yesterday with great clarity and almost at the same time. First, before the Senate Finance Committee, María Jesús Montero ; just a few minutes later, the vice president for Economic Affairs, Nadia Calviño , before the commission for Social and Economic Reconstructing of the Congress of Deputies.

"We need to have a solid fiscal system, appropriate to the Welfare State that corresponds to our country, and this requires addressing the income gap that Spain has with respect to the average for the euro area ," Calviño defended during his intervention, thus marking what Montero pointed with, probably, more clarity.

«The levels of taxation in Spain are seven points below the Eurozone. It is obvious that we have a clear margin to improve the collection, "defended the government spokesperson. And, in case there was any doubt about the message that the Executive wanted to send from both Houses, he added: «Without a fair tax system there is no rule of law, public health, free education or care for our elders. Without taxes, what rules is save yourself who can , which is the same as someone who has been born into a family member with resources, will have better conditions to develop their life.

For this reason, the Treasury is already working on some General State Budgets, those of 2021, that contain the tax increases derived from the increase in personal income tax for the highest incomes; a tightening tax Societies ; and the so-called environmental taxation by which the diesel tax will be raised. But also the Tobin tax and the Google tax , which Calviño urged again yesterday to "approve as soon as possible", or the fiscal harmonization that Montero also wants to obtain in the shortest possible time and which is nothing more than eliminating the bonuses that some communities present in Patrimony, Successions or Donations.

All these revenues will be necessary to shape the "reconstruction budgets", which will have to cope with the notable increase in social spending that the government is seeking while trying to curb the strong imbalances in the form of deficits and debt. And all this, after the worst recession in the recent history of Spain, before which the Executive has already ruled out any reduction in, for example, VAT to reactivate consumption.
