China News Service, May 19th, Jiangsu Nantong Market Supervision and Administration Bureau issued a price warning letter on the WeChat public account on the 19th. The letter requires that helmet manufacturers, operators and related units in Nantong City shall not collude with each other, manipulate market prices, limit production and sales quantities, or fabricate or distribute price increase information.

  The letter mentioned that the "Regulations of Jiangsu Province on Electric Bicycle Management" has been adopted by the 16th meeting of the Standing Committee of the 13th Provincial People's Congress and will come into force on July 1, 2020. With the announcement of the new regulations, the electric vehicle market in some areas of Nantong has recently seen tight supply of helmets and sharp price increases. In order to maintain the market price order and protect the legitimate rights and interests of consumers, the city's helmet manufacturers, operators and related units are reminded and warned as follows:

  One is to strictly abide by the price laws, regulations and policies such as the “People's Republic of China Price Law”, “Regulations on the Implementation of Clear Prices for Goods and Services” and “Prohibitions on Price Fraud”, effectively strengthen price self-discipline management, consciously enhance social responsibility and maintain Good market price order.

  Second, when selling commodities and providing services, they should consciously mark the price in accordance with the law. The content of the price list must be true, clear, and conspicuous. No additional price increases, bundled sales of commodities, no unmarked fees shall be charged, and no unreasonable conditions shall be imposed on the tying of commodities, services or other unreasonable conditions.

  Third, they must not collude with each other, manipulate market prices, limit production and sales, divide the market, and damage the legitimate rights and interests of other operators or consumers.

  Fourth, it is forbidden to fabricate and disseminate price increase information, disrupt the market price order, and promote commodity prices that rise too fast or too high.

  Fifth, except for production use, the normal storage quantity or storage period must not be exceeded. A large number of commodities with tight market supply and abnormal price fluctuations are hoarded, and the prices of commodities rise too fast or too high.

  Sixth, it is forbidden to use false or misleading price means (such as fictitious original prices, false preferential discounts, failure to fulfill price commitments, etc.) to deceive consumers or other operators to conduct transactions with them.

  Seventh, there shall be no other unfair price acts prohibited by laws and administrative regulations.

  The Nantong Market Supervision and Administration Bureau said that market supervision departments at all levels will increase the supervision of helmet prices, promptly accept complaints and reports from the masses, and investigate and punish various types of price violations in accordance with law. Anyone who finds that there are illegal acts of hoarding, falsifying and disseminating price increase information, inflating prices, colluding price increases, price fraud and other price violations will be punished according to law; those who seriously disrupt the market order and constitute a crime shall be handed over to the public security organ for criminal responsibility.
