The Government continues with its fiscal plan so that those who "have more, pay more", and which hides a notable rise in taxes that will directly affect high incomes but will also have consequences for the middle classes. Increasing personal income tax in its highest tranches, hardening companies and harmonizing inheritance and wealth are the objectives that the Treasury maintains, as well as the creation of the Google rate and the Tobin rate .

And to all this, the Vice President of the Government, Pablo Iglesias, wants to add what he has called the Reconstruction rate , which includes a progressive tax of between 2% and 3.5% on incomes above one million euros. The department led by María Jesús Montero has rejected it on more than one occasion, and this point threatens to generate a confrontation within the Government.

But what all the parties do agree on is that "you have to bet on raising taxes", as pointed out by United Podemos sources. And the Executive will undertake this increase, which Montero denies that it is "massive", in one of the most complicated economic contexts in history - it may even be the most difficult - and against, for example, the requests of businessmen. This week, the Circle bet on a strong tax cut with which to help the "reactivation of the economy and employment in the second part" of the year. It will not be the case.

Between five and seven points

In the intervention that he carried out last Thursday in the Senate, Iglesias pointed out on more than one occasion that Spain presents a difference in terms of collection of between five and seven points of GDP with respect to the European average, that is, that he considers that There is a margin of at least 60,000 million to raise taxes. From the PSOE they also defend that it is necessary to reduce that difference, so it is clear that in the spirit of the fiscal policy of this Government is to increase taxes. Not because of the level that Iglesias points out, because for this, it would also be necessary to touch VAT and demand not only middle incomes but also working classes, and that could have serious political costs, but it could do so in a sensible way.

Reconstruction rate

It is as Podemos has baptized the tax that it wants to impose immediately on the highest incomes, on the "great fortunes" that are "willing" to exercise their "fiscal solidarity". It starts from an excessively high, almost impossible, collection forecast of 11,000 million and with Montero's resounding rejection. But, for now, the Prime Minister, Pedro Sánchez, will allow Iglesias to defend this figure in the Reconstruction Commission.

Personal income tax

"The tax rates are increased by two points for taxpayers with incomes above 130,000 euros and four points for the part that exceeds 300,000 euros." This is stated in the Government agreement between PSOE and Podemos, and that will be what the Treasury will carry out as soon as it has occasion. For example, in the next Budgets.

'Tobin tax' and 'Google tax'

The Montero Ministry also wants to accelerate these figures, which will tax the sale of shares and digital services, respectively. These measures, and contrary to what the Government says, will not only affect "what they have the most." First, because measured incomes invest in products and stocks that will be affected by the Tobin rate ; and second, because it is not ruled out that the companies affected by the Google tax will pass this tax on to users. And as for the delay in the negotiations within the OECD to shape this figure on digital services, the Government responds that Spain will create its own tax and when an agreement exists, it will undertake the necessary reforms.

Societies

The Government maintains the imposition of a minimum rate of 15% for all companies, which will be 18% for banks and oil companies. Here, too, there is a certain risk that the tax increase will be passed on to users.

Harmonization

Montero considers that the Community of Madrid incurs fiscal dumping and, for this reason, it is betting on a harmonization of taxes that is nothing more than preventing regions from subsidizing figures such as Heritage and Successions. The minister wants to address this situation already this year, within the Fiscal and Financial Policy Council, although the agreement with the communities seems complicated.
