Now that this week half of Spain has already started to open stores without the need for an appointment (phase 1), the Government has decided to prohibit sales to avoid possible crowds that may occur.

This is reflected in an additional provision of the order published last Saturday in the Official State Gazette (BOE) which detailed the passage to phase 1 in the provinces or municipalities that have met the requirements to overcome this stage.

In this phase there will be a "restriction on commercial actions resulting from agglomerations," says the order, referring to the sales. "The establishments may not announce or carry out commercial actions that may give rise to crowds of the public , both within the commercial establishment and in its vicinity," he points out.

This restriction will only affect the physical stores, but not the online channel, where the discount campaigns can be carried out.

In theory, the summer sales do not start until July, but throughout the year most chains make mid-season discounts to release the garments. In addition, taking into account that the shops have been closed for two months, there are many of them that will have accumulation of stock, which is usually released through discounts.

For example, a clothing store that closed in March , when the state of alarm was declared, although it has continued to sell online, now has a problem with all the garments that it has not sold , since we are already at the threshold of summer.

They can be issued with online discounts, but not in stores. That there are crowds due to discounts in stores, in this context of health alarm, seems like a crazy idea. However, yesterday, for example, in Paris there were long queues at the doors of Zara stores.

Making sales now in large stores capable of receiving large audiences, however, is complicated, considering that most of the stores of the large chains are still closed. In this phase 1, only establishments of less than 400 square meters can be opened.

This excludes, for example, most of the Zara stores in Spain (they have a higher surface), a department store in El Corte Inglés (a classic on sale), an H&M or a Primark, to give several examples.

The associations that represent the distribution have claimed that these surfaces can also open in this phase 1 of the de-escalation, considering that they have much stricter protocols than the minimums established by the Government. "It is not normal that a market can be opened and that an English Court with a NASA security protocol is closed, " these sources illustrate.
