Next year, the government will introduce pre-subscription systems for the 3rd new town and major public housing sites to promote pre-sale.

We plan to rush to supply 300,000 households in the metropolitan area and begin recruiting residents in a high-quality location by the end of next year.

The Ministry of Land, Infrastructure and Transport announced today's policy through measures to supply housing in the metropolitan area.

This is a method in which some subscriptions are made one or two years ahead of the subscription, and the pre-subscription winner will be awarded 100% if the qualification remains until the subscription.

It is the government's message that you should not be rushing to expensive Seoul homes due to anxiety over housing supply, but to receive a new apartment complex for the new 3rd city.

The government previously implemented a pre-subscription system for the Bogeumjari housing district.

At the time, however, there was a controversy over 3 ~ 5 years before entering the pre-subscription without land compensation.

This time, it is different from the fact that you make a pre-subscription at a site where you can make a main subscription one or two years after completing the land compensation.

The pre-subscriber selection applies the same criteria as the main subscription, and provides information such as the location of the complex, a schematic design, and the estimated sale price when pre-subscribing.

The precise sale price is confirmed at the time of subscription, but the Ministry of Land, Infrastructure and Transport explains that the price difference is not large because there is only one or two years difference.

Next year, the pre-subscription volume will be about 9,000 households, and the specific location will be confirmed in the first half of next year considering the status of the project.

In addition, the government is planning to expedite the supply plan for 300,000 households in the metropolitan area.

Of the 300,000 households in the metropolitan area, the designation of 220,000 households has been completed, and 40,000 households such as Bucheon Captain and Suwon Dangsu2 are scheduled to designate the district during the first half of this year.

Of the 40,000 households in Seoul, 4,000 have completed business approvals, and this year, 16,000 households are planning to end their designation.

Where basic urban concepts such as Namyangju Wangsook, Hanam Gyosan, and Gwacheon have been established, the district plan will be prepared during the year to promote land compensation.

The Ministry of Land, Infrastructure and Transport plans to start recruiting tenants from the end of next year, among the 300,000 households planned for the metropolitan area, where the business speed is fast and the location is excellent.

By 2022, 70,000 households are recruiting tenants.

Since then, 67,000 households will be supplied in 2023, 58,000 households in 2024, and 61,000 households in 2025, and the remaining 44,000 households will be selected after 2026.

Since the government plans to supply 300,000 households in the metropolitan area after this year, the total number of houses supplied by public housing in the metropolitan area through the residential welfare roadmap or existing residential land plans totals 770,000, of which more than half of the 450,000 households (57.7%) It will be recruited by 2023.

By year, ten thousand households are selected at an annual average of 110,000 households, including 101,000 households this year, 116,000 households next year, and 110,000 households in 2022.

The Ministry of Land, Infrastructure and Transport plans to secure more than 70,000 homes in Seoul by 2022 and supply more than 250,000 homes annually in the metropolitan area after 2023.

The Ministry of Land, Infrastructure and Transport said, "We are managing new housing sites in the metropolitan area so that we can supply additional housing to the metropolitan area if necessary."

It means that there may be more new residential areas or new cities depending on the market situation.

At the same time, the government plans to consolidate its capabilities to make the new 3rd city a convenient transportation city, a self-sufficient city, and a smart city.

In particular, a wide-area transit plan to build a GTX-B route in Wangsook New Town of Namyangju, Goyang Line in Changneung, Goyang, Hanam Line in Gyosan District in Hanam, and Bucheon Captain and Super- trunk express bus (S-BRT) in Incheon Gyeyang. A plan to invest KRW 8 trillion was confirmed.

In addition, additional transportation countermeasures are in place for Wangsuk New Town in Namyangju, the largest of the three new cities.

The subway, which will connect to the 3rd new city, will establish a railroad network plan by the first half of next year, and will begin full-scale business such as design.

S-BRT introduces a parking robot system centering on public parking lots while introducing autonomous vehicles and expanding infrastructure to promote shared mobility.

Smart city technology is also applied to the 3rd new city.

Common smart services such as cyber security and smart Internet of Things (IoT) are commonly applied, and specialized services are also selectively applied by region.

In some pilot complexes, advanced transportation methods such as drone delivery or robot delivery will be applied.

The center of the 3rd new city is designated as a special construction area, and special landmarks such as building coverage, floor area ratio, and height limit exclusion are applied to create unique landmarks and create unique urban images.

Kindergartens are supplied in 100% national and public, and national public daycare centers are located in all apartment complexes.
