While the return of children to school will be on a voluntary basis, the Minister of Labor Muriel Pénicaud said Wednesday that parents keeping their children at home will be able to continue to benefit from partial unemployment until May 31. However, from June 1, a certificate will be required. 

For parents, this choice involving their children could have important economic consequences. While Prime Minister Édouard Philippe confirmed on Tuesday that the return of children to nursery and primary schools would be on a voluntary basis, people staying at home to keep them will not necessarily be able to return to work. From then on, will they be entitled to coverage by partial unemployment? On Wednesday, the Minister of Labor Muriel Pénicaud confirmed that until May 31, these parents will still be able to receive 84% of their net salary. But the system will evolve from June 1.

Two periods are to be distinguished: that going from May 11 to May 31, and that from June 1. Between May 11 and May 31, parents who stay at home to look after their children will remain well supported by short-time working, and will therefore receive 84% of their net salary, even if the school reopens and they have the possibility of sending their children there. The activity of the partial activity is therefore relaxed, because until now, the care of parents only played if they had no other choice than to stay at home to babysit their children. 

A certificate required from June 1

However, from June 1, the rule will be stricter. Muriel Pénicaud confirmed on Wednesday that a school certificate would be needed proving that children cannot return there so that parents can continue to benefit from the partial unemployment scheme. One can imagine that this will be the case of schools whose premises do not allow to accommodate all the children of a class because of the obligation to respect the distance of one meter between two students. And parents who cannot produce this certificate from the school to their employer will no longer be paid for partial unemployment. The solution, for them, will then be to ask for days of RTT or paid holidays.

From June 1, companies will no longer be 100% reimbursed

Regarding partial unemployment, Muriel Pénicaud also announced that from June 1, companies would no longer be reimbursed by the State at 100%. The government will start a discussion with employers and unions to reduce the bill that the state bears today with short-time working, the scheme concerning more than 11 million workers.

Currently, companies that maintain 84% of the net salary of their employees placed on partial unemployment are reimbursed in full for this expense by the State. The government wants that from June 1, the reimbursement rate be no more than 100%. Except, suggests the Ministry of Labor, for the most troubled sectors such as hotels, cafes, and restaurants.
