  Currently, the global demand for intellectual property rights is on the rise, and optimizing the business environment has become a broad consensus and conscious action in more and more countries. In 2019, China will continue to strengthen the protection of intellectual property rights, focus on optimizing the business environment, and make new progress and new results.

  Make overall plans to promote new progress. Gan Lin, director of the Office of the National Leading Group for Combating Infringement and Counterfeiting, and Deputy Director of the State Administration of Market Supervision and Administration, introduced that in the top-level design, the "Opinions on Strengthening the Protection of Intellectual Property Rights" was issued to comprehensively strengthen the use of legal, administrative, economic, technological and social governance methods Intellectual Property Protection. In terms of the construction of the rule of law, the Trademark Law, the Anti-Unfair Competition Law and the Drug Administration Law have been revised to further increase the penalties for infringements, and new laws and regulations such as the Foreign Investment Law and its implementation regulations and the optimization of business environment regulations have been promulgated. In terms of institutional mechanisms, the 31 provinces (autonomous regions and municipalities) leading groups for combating infringement and counterfeiting have all been put in place to form a horizontally coordinated and vertically linked work pattern for combating infringement and counterfeiting.

  Carry out rectification in key areas. In the field of the Internet, a series of special rectifications such as "Jian Wang" and "Tie Quan" were carried out to solve the key problems of high incidence of infringement and counterfeiting and strong reaction from the people.   Strengthen judicial protection. In 2019, public security organs cracked more than 16,000 cases of infringement, fake and shoddy crimes, and arrested more than 29,000 criminal suspects. The procuratorial organ approved the arrest of more than 9,200 cases involving infringement, fake and shoddy crimes, and more than 16,000 people. Courts across the country received more than 480,000 IPR cases of various types and concluded more than 470,000 cases.

  In 2019, new progress was made in the optimization of China's business environment. Among them, investment and trade are more convenient. Six new free trade zones are set up, large-scale trade fairs and expositions are held, and more than 400 regulations and related regulations that are inconsistent with foreign investment laws are revised and abolished. Market access is more open, further reducing the items listed in the negative list of market access and the negative list of foreign investment access, and reducing the types of industrial product production licenses. Government services have been further optimized, the registration procedures for enterprises have been simplified, and the entire online process has been implemented. Newly established enterprises have basically achieved no more than 5 working days. Improve the efficiency of intellectual property examinations, shorten the examination cycle, and reduce administrative fees for intellectual property. The supervision system is further improved, credit supervision is vigorously promoted, smart supervision is explored, "double random and one open" supervision is deepened, and a market environment of fair competition and honest operation is created.

  Zhang Zhicheng, director of the Intellectual Property Protection Department of the State Intellectual Property Office, introduced that in November 2019, the newly revised Trademark Law increased the multiple of compensation for malicious infringement of trademark exclusive rights from less than 3 times before the amendment to less than 5 times, and issued a standardized trademark application Several regulations on registration behavior, regulation of trademark hoarding and registration, and related laws and regulations on intellectual property rights have been continuously improved. In 2019, the average examination period for trademark registration has been shortened to 4.5 months, and the examination period for high-value patents has been reduced to 17.3 months. We have continuously strengthened the protection of the source of intellectual property rights, improved the quality and efficiency of trademark and patent examinations, and further compressed the examination period to better meet Social needs. In 2019, the national intellectual property system handled 39,000 cases of administrative infringement of patent infringement disputes, a year-on-year increase of 13.7%. Up to now, 31 intellectual property protection centers and 20 rapid rights protection centers have been built nationwide to provide market participants with convenient, efficient, and low-cost rights protection channels.

  China has always focused on strengthening cooperation in intellectual property protection with countries around the world, continuously deepening the global governance against infringement and counterfeiting, striving to create a good innovation ecological environment, and promoting technical exchange and cooperation with countries on the basis of market-based rule of law.

  Our unremitting efforts to protect intellectual property rights and optimize the business environment have won praise from the international community. The World Intellectual Property Organization released the "Global Innovation Index 2019", showing that China ranks 14th, up 3 places from 2018. The World Bank's Global Business Environment Report 2020 shows that China's ranking jumped from 46th in 2018 to 31st.
