China News Service, Guangzhou, April 27 (Tang Guijiang, Guanyue) Guangdong is located on the southeast coast. Ports are scattered along the coastline, and the Pearl River Basin has developed water systems. There are many ports in the Guangzhou Customs area, and the inland ports alone account for one-third of the Pearl River inland ports. In view of the different characteristics of international sailing ships and small ships traveling between Hong Kong and Macao, Guangzhou Customs has implemented the requirements of "scientific prevention and control and precise implementation", adopted "one ship, one discussion", "focused focus", and "epidemic prevention package" and other port epidemic prevention and control measures to form closed-loop management And resolutely prevent the epidemic situation from being imported through water transport ports.

"One ship, one discussion" promotes precise quarantine

On April 11, Lu Zhizhao, a customs officer of Nansha Customs, affiliated to Guangzhou Customs, called the staff of the shipping agency company Mandalay, the international voyage vessel to be berthed the next day, to learn more about the declaration information of incoming ships. . It is initially known that the crew of the ship are all of Turkish nationality. They have called Malaysia and Singapore successively in the past 14 days, and stayed for a long time. During the port call, local staff boarded the ship to go through the procedures. After research and judgment, the customs officer determined that the ship would carry out boarding and quarantine in accordance with the "high-risk ship" quarantine plan.

International sailing ships have long sailing time, complicated crew composition, and great differences in crew activities. Guangzhou Customs has independently developed a smart risk early warning and monitoring system to dynamically monitor international sailing ships that have arrived at Nansha Port in Guangzhou within the past 14 days, and automatically compare and verify the ship ’s declaration data with the trajectory data.

As an international shipping hub, Guangzhou Nansha Port has nearly 20 international ships berthed every day. In order to implement health and quarantine, Guangzhou Customs strengthened the inspection and inspection of entry crew's health declarations and port inspections while implementing 100% boarding and quarantine, and strictly implemented quarantine measures.

"Focus on Focus" Strengthen the Control of Disembarkation

On April 12, four Chinese crew members of the "New Changshu" sailing from Hong Kong to the second phase of the Nansha New Port Terminal in Guangzhou applied for departure. At 11:00, three customs officers in the health and quarantine team and professional disposal team wearing protective equipment carried the "quarantine package" and the "delivery inspection box". The crew ’s health status, food and drinking water hygiene, environmental hygiene, and disease vectors were Conduct comprehensive inspections of biological control and waste management on board.

After inquiring the ship's person in charge of the crew's body temperature monitoring and health status, the customs officer verifies the "nautical health declaration", "delivery list" and "medical log" submitted by the ship, focusing on verifying whether the ship is from or stopped Popular countries or regions, crew body temperature monitoring records, recent crew replacements and medication records. After the verification, the customs officer conducts body temperature detection and epidemiological investigation on the crew based on the risk analysis and evaluation results.

Lin Hongda introduced that for the crew applying for disembarkation, the customs officer confirmed the information of the personnel on the spot, clarified the requirements of the epidemic prevention and control measures to the crew, and collected nasopharyngeal swabs on the spot. At 12:30, the on-site health and quarantine work of the "New Changshu" was successfully completed, and the test samples were quickly sent to the Guangzhou Customs Technical Center Laboratory. The ship started cargo loading and unloading operations simultaneously, and the crew preparing to leave the vessel waited for the nucleic acid detection results on board.

At 19 o'clock on the same day, Nansha Customs received a new coronavirus nucleic acid test result issued by the laboratory, which showed that the crew's nasopharyngeal swab test was negative. Nansha Customs informs the ship to transfer the incoming crew to the “special passage for crew” at the port. Here, the incoming crew will also verify their identities again. After undergoing re-testing of body temperature, they will be transferred to a designated place for centralized isolation and observation.

"Epidemic prevention package" supervision services are equally important

In addition to international sailing ships, hundreds of thousands of small ships traveling between Hong Kong and Macao are shuttled daily in the dense Pearl River waters. They travel between Hong Kong, Macao, and the Pearl River in China to stabilize the international industrial chain and supply chain, and ensure the normality of Guangdong, Hong Kong, and Macao. Production and life play an important role. There are a total of 23 inbound and outbound freight terminals in the Guangzhou Customs customs area, distributed in Guangzhou, Foshan, Qingyuan, Yunfu, Zhaoqing and other cities. The waterway freight channels can be described as many points, and the situation of epidemic prevention and control cannot be slack.

The crew of small ships traveling between Hong Kong and Macao are all Chinese nationals. The personnel are relatively fixed but there is a large demand for changing staff. Guangzhou Customs, while clearly and strictly implementing the "mandatory action" to strengthen the prevention and control of waterway epidemics, launched the anti-epidemic "health express" to conduct a centralized medical examination of the crew of small ships between Hong Kong and Macao that will soon expire on the "International Travel Health Certificate" and coordinate the ship The operating company and the local joint defense and joint control department arranged for the first time to send the crew collectively to the designated medical institution for medical examination, and then returned to the ship collectively. While reducing contact with the outside world, the time for issuing certificates was strictly compressed within two days.

According to statistics, since January 19, Guangzhou Customs has supervised 7,408 ship trips in and out of the country, and 66,837 people in and out of the country.
