The minimum vital income will benefit, according to the Government, a minimum of one million households. The amount of the benefit, however, has not yet been officially fixed, although the Podemos proposal starts from a minimum of 500 euros. Therefore, it is not possible to know exactly what the necessary disbursement will be, but it is known that the model developed by José Luis Escrivá when he was at the head of the Independent Authority for Fiscal Responsibility (AIReF) required a monthly effort of 3,500 million of euros.

How many people will benefit from the minimum income? In any case, it is estimated that close to three million people will benefit from this measure that the PSOE and Podemos agreed to in their government agreement and that the pressure of Pablo Iglesias has forced them to process more quickly than the Minister of Security intended. Social.What will be the amount? The Vice President of Churches points out that the minimum figure will be about 500 euros per month, but that it may increase depending on different variables. Thus, the benefit will be increased by 100 euros for each minor person in charge, which would be 150 euros in single-parent families. And in the case of a family with two adults without income and two dependent children, the amount would reach 950 euros per month. The Ministry of Social Security, for its part, prefers not to offer data but taking into account the pressure exerted by the leader of Podemos, the final figures could be very similar. And the cost? It is one of the big doubts and that the Government has not wanted to clarify. Escrivá said yesterday that the spending will be "significant", and if the model that AIReF designed during its mandate is followed, it certainly will be. The Fiscal Authority took as its point of origin the Popular Legislative Initiative (ILP) of the unions, and from it designed a minimum income program that would have a monthly cost of 5,500 million euros. The study, however, clarified that the figure could be reduced by 2,000 million by eliminating duplications, so the final figure would be 3,500 million euros. To put the figure in context, this disbursement represents about 30% of the bulky monthly payroll of pensions. And the vital income that the Government finally presents can be similar? Without a doubt, and this is recognized by Social Security. The person in charge of both programs is the same, but it is also that Escrivá took an important part of his AIReF team to the Ministry, and those directly responsible for the measure that the Government wants to present as soon as possible were also involved in the model that developed the Fiscal Authority. However, it should be borne in mind that the AIReF model benefited 1.8 million households and the current one will impact the aforementioned 1 or 1.1 million households. And, in addition, the initial amount was 80% of the Multiple Effects Public Income Indicator (IPREM), which would be slightly less than the 500 euros announced by the vice-presidency of Churches. Are there more expensive models? Yes, without going further the one raised by the unions in their IPL. According to AIReF, this model has a cost of up to 9,800 million, a figure that "in situations of serious and prolonged crises, could reach 11,000 million," Escrivá himself pointed out less than a year ago. How will the financing be financed? of the big questions, and more considering that the income is going to collapse as a consequence of the coronavirus crisis. Furthermore, the fact that it is going to be a permanent measure, as Escrivá always defends, makes it become structural and not a momentary outlay and limited to this crisis.
