The Action Plan clearly stated that by the end of 2022, China's county, township, and village express logistics systems will be gradually established, the circulation channels between urban and rural areas will be basically smooth, and the supply of comprehensive logistics services in rural areas will be significantly increased. Bian Zuodong said that the key prerequisite for express delivery to the village is express delivery to the countryside. In 2014, China launched the "Express Delivery to the Countryside" project.
According to statistics, at present, almost all cities above the county level in China have express delivery outlets, 96.6% of townships and townships have already established express delivery outlets, and 26 provinces (autonomous regions and municipalities) have achieved full coverage of township express delivery outlets. The establishment of service networks at the county and township levels has provided a realistic basis for express delivery to the village.
