Yao Yong, a first-level investigator from the Customs Division of Qingdao Customs, said that at present, all domestic enterprises that are qualified to export EU poultry products are in Shandong Province. In order to promote the Chinese poultry industry to seize the opportunity to enter the EU market, Qingdao Customs carried out policy promotion for poultry meat export enterprises, optimized the origin management services, promoted the reform of the two certificates for the registration of foreign trade operators and the origin enterprises, and promoted international trade The "single window" declaration promotes companies to use EU tariff quotas to reduce tariff costs and increase Chinese poultry meat market share in the EU.

Before the EU opened the new tariff quota last year, China shared a quota of 220 tons with other countries. With additional export duck meat, a special tariff of 2765 euros per ton was required. According to Yang Laili's estimate, the price of duck meat in the EU market is more than 6,000 US dollars per ton. After deducting special tariffs, China's domestic export price of duck meat should be about 4,000 US dollars per ton. This price can only keep production costs, plus management costs. It is about to lose money.

In November 2018, China and the EU reached an agreement that the EU will open a tariff quota of more than 10,000 tons for chicken and duck products exported from China. According to the European Commission ’s Implementation Regulation No. 2019/398, new tariff quotas will be opened to Chinese poultry meat products exported to Europe from April 1, 2019, including a country quota of 6,600 tons of duck meat products and a global quota of 5,000 tons of chicken products.
