The "Notice" requires that the protection scope of the price subsidy linkage mechanism be expanded in stages. All localities must, on the basis of conscientiously implementing the "Notice on Further Improving the Linkage Mechanism between Social Assistance and Security Standards and Price Increases" (Fagai Price Regulation [2016] No. 1835), orphans, de facto unattended children, and unemployment The subsidy personnel shall be included in the guarantee scope of the linkage mechanism. Increase the temporary price subsidy standard in stages. Based on the subsidy standard calculated by the current linkage mechanism, the monthly temporary subsidy standard for the price will be doubled. The execution period is from March to June 2020.
Clarify the channel for increasing funds. For the urban and rural low-income people, especially poor people, and those who enjoy the state ’s regular pensions and subsidies, increase the subsidy fund and increase the subsidy funds to include orphans and de facto unsupported children into the scope of protection. Subsidies are given in different regions, including 30% in the eastern region, 60% in the central region, and 80% in the western region. The increased funds for people receiving unemployment insurance and those receiving unemployment benefits are drawn from the unemployment insurance fund. The "Notice" requires that to strengthen capital guarantees, all localities must earnestly implement the responsibility for capital guarantees and make arrangements for the funds required for temporary price subsidies in accordance with regulations. To further improve work efficiency, all localities should make full use of informatization to improve the work efficiency of consultation, reporting and other links, and shorten the release time as much as possible. It must be fully distributed to the people in need within 20 working days. To ensure the full coverage of the subsidies, all localities should strictly check the relevant regulations and requirements, carefully sort out the scope and targets of the temporary price subsidies, and make sure that "the insurance should be guaranteed and the compensation should be made up".
Standardize the calculation basis of subsidies, and calculate the temporary subsidy standards in accordance with the provisions of the "Notice on Improving the Linkage Mechanism between Social Assistance and Security Standards and Price Increases" (Fagai Price [2014] No. 182). If the current subsidy standard does not meet the requirements of this regulation, the subsidy standard shall be calculated in strict accordance with the method of year-on-year increase of the urban and rural minimum living standard × basic living cost price index (SCPI) of urban low-income residents.
