Xin Guobin, deputy minister of the Ministry of Industry and Information Technology, said that as of March 28, the average operating rate of industrial enterprises above designated size was 98.6%, and Hubei was 95%. The pace of construction has accelerated markedly, and the national industrial fundamentals have initially achieved stability.
The operating rate of SMEs has exceeded 70%
Xin Guobin introduced that the country's resumption of work and production has progressed in an orderly manner, and the industrial economy has shown a steady recovery. The industrial economic operation in March was significantly better than in the previous two months, and the capacity utilization rate of some industries picked up steadily. The decline in the average daily power generation of the State Grid in October was narrowed by 5.6 percentage points from the end of February. Production in related industries was prevented from growing strongly, and some high-tech products grew against the trend.
As of March 28, the average operating rate and reinstatement rate of industrial enterprises above designated size reached 98.6% and 89.9%, respectively, an increase of 15.5 and 38 percentage points from February 23, and an increase of 3.6 and 22 from March 1. Anti-epidemic drugs can guarantee international anti-epidemic needs
Xin Guobin introduced that China has more than 1,500 API manufacturers and is the world's largest API producer. The output of APIs in normal years is about 3 million tons. Judging from the current situation, the national pharmaceutical industry's resumption of production and yield of major products have exceeded 80%, and the output of some varieties has exceeded the level of the same period last year, especially the anti-epidemic drugs can ensure international anti-epidemic demand.
In addition to APIs, the demand for medical equipment abroad has increased dramatically, especially for invasive ventilators. Xu Kemin, director of the Department of Industrial Policy and Regulations of the Ministry of Industry and Information Technology, said that about 20,000 units have been signed. At the same time, a large number of international orders are being negotiated every day. According to incomplete statistics, in just ten days since March 19, while protecting domestic demand, it has urgently provided more than 1,700 invasive ventilators abroad, which has reached half of the total domestic supply since this year.
Is studying support policies to stabilize export-oriented enterprises
Xin Guobin said that with the further spread of the international epidemic, the situation of foreign trade and import and export may worsen further. In this regard, it is necessary to closely track the development of the situation and prepare for the response as soon as possible. In response to this problem, measures have been taken including stabilization of foreign trade and external demand, and protection of supply-side stability. At the same time, relevant departments are studying how to stabilize export-oriented enterprises, provide policy support and financial support, and solve the survival problems facing these enterprises. In the future, the relevant departments will further strengthen policy research and reserves in accordance with the changes in the international epidemic prevention and control situation, and introduce some supporting policies in a timely manner to ensure that these enterprises can survive the immediate crisis.
Car production rate has reached the same level as last year
In addition, the automobile industry is currently facing the problem of weak consumer demand. From February 19 to the present, the overall operating rate of enterprises in the automotive industry has increased from about 60% to 97%, and the rate of employees returning to work has increased from about 50% to 82%. The overall productivity has reached the same level as last year. However, even if the current recovery rate of enterprises is relatively high, due to insufficient market demand and increasing inventories of enterprises, the subsequent production rates of some enterprises will be further reduced.
According to Xin Guobin, in order to solve this problem, the Ministry of Industry and Information Technology cooperates with relevant ministries and commissions to study policy recommendations for stabilizing and expanding automobile consumption, and urges all regions to accelerate the introduction of policies and measures to promote automobile consumption.
