3.4 million individuals use home help in France - Pascal Helmer

A new health situation, a new device. The exceptional compensation set up to guarantee remuneration to homeworkers and childminders whose activity is greatly reduced due to the crisis linked to the coronavirus will be effective from Monday.

Bercy is sending a letter this Saturday

This "unprecedented device allows individual employers to be eligible for partial unemployment, which will allow them to maintain the remuneration of employees who have low wages," presented Adrien Gauthier, customer communications manager at the Central Agency for Social Security organizations. (Acoss). A letter from the Minister of Action and public accounts Gérald Darmanin will also be sent on Saturday to all private employers to detail this measure, said Bercy.

More than three million people employ an employee every month for cleaning, home help, lessons, gardening, light work, or a licensed childminder. For all of these employees, the public authorities first call for "national solidarity", asking "all private employers who can maintain their remuneration, even if certain hours have not been worked “, Continued Adrien Gauthier, recalling that the individual employers would profit from the entirety of the tax credit usually applied for the whole of the declared sum.

What will be the procedure to follow?

From Monday, on the usual Cesu or pajemploi platform (for approved childminders), the individual employer will be able to declare all the hours worked and will then have to fill in a second time a specific form detailing the planned hours not worked with the corresponding remuneration. He will then have to pay 80% of the net amount of hours not worked to the employee and this sum will be reimbursed to his bank account within a period of "about 15 days", detailed Acoss. Employers who wish to do so will have the possibility "of paying the additional 20% to the employee in the form of a solidarity gift".

For the agent companies, which provide and invoice the services directly to the individual beneficiary, a partial activity plan is being developed and will be announced next week. Finally, concerning individuals who go through “jobbing platforms”, who offer odd jobs on the Internet, they will have to “make their declaration as usual on their platform then fill in the additional form on the platform Cesu or Pajemploi for hours not worked, ”added Adrien Gauthier.

About 600,000 people work each month in the home of an individual and 450,000 childminders look after children daily.
