After the State Grid Corporation of China announced that it would reduce or reduce electricity charges to support large industrial and general industrial and commercial enterprises, in the early morning of February 23, China Southern Power Grid Co., Ltd. announced that in the early stage, six measures have been issued to support epidemic prevention and control and the resumption of production and power supply services. On the basis of the measures, we have researched and issued five measures to implement the phased power cost reduction policy, which has reduced and eliminated 10.6 billion yuan in electricity costs for general industrial and commercial enterprises and large industrial enterprises. Difficult.

At this point, China's two major power grid companies will reduce electricity bills for large industrial and general industrial and commercial enterprises by approximately 59.5 billion yuan.

State Grid Corporation of China and China Southern Power Grid Corporation were born in the “separation of power plants and networks” in the reform of the power system in 2002. In the process of reorganizing state-owned power assets, the State Grid Corporation was established after the reorganization of the power grid assets managed by the former State Power Corporation. China Southern Power Grid Corporation covering Guangdong, Guangxi, Yunnan, Guizhou and Hainan provinces. According to official website data, the State Grid Corporation's operating area covers 26 provinces (autonomous regions and municipalities), covering more than 88% of the country's land area, and the power supply service population exceeds 1.1 billion people. It is the world's largest utility company. China Southern Power Grid covers the aforementioned five provinces and autonomous regions, and is connected to the power grids of Hong Kong, Macao, and Southeast Asian countries. It has a power supply area of 1 million square kilometers and a population of 254 million people.

China Southern Power Grid Corporation said that except for high-energy-consuming industries, the general industrial and commercial and large industrial enterprises will reduce their electricity costs by 5%, benefiting more than 7.6 million households and reducing their electricity expenses by about 7.4 billion yuan. At the same time, the support of the two-part electricity price policy that was introduced on February 7 has benefited more than 200,000 households and reduced electricity bills by about 3.2 billion yuan. In terms of specific implementation, China Southern Power Grid will expedite the work of refunding or deducting the next period's electricity charges for enterprises that have already paid their electricity charges in accordance with the standards before the price reduction, so as to ensure that the enterprises enjoy the price reduction bonus in full and on time. At the same time, it cooperates with government departments to track the implementation of policies, cleans up and regulates unreasonable price increases in the transition to power supply, timely reflects specific problems in the implementation of policies, ensures the smooth implementation of policies, and enhances the sense of enterprise acquisition.

The above measures of the two major power grid companies are based on a larger price adjustment policy background: In order to implement the decision-making and deployment of the Party Central Committee and the State Council, to coordinate the prevention and control of epidemics and economic and social development, the National Development and Reform Commission issued a notice a few days ago to reduce the use of enterprises in stages. The cost of electricity supports enterprises to resume work and production, and to cope with difficulties. The notice clearly states that from February 1st to June 30th, 2020, except for users in high-energy-consuming industries, the cost of electricity consumption for power users in general industrial and commercial and other electricity prices and large industrial electricity prices will be reduced. When the power grid company calculates and collects the electricity charges of the above-mentioned electricity users (including those who have participated in market transactions), it will uniformly settle at 95% of the original household electricity price level. The notice also decided to further clarify the implementation time of the supportive two-part price policy. The supportive two-part tariff policy that came out on February 7 will be implemented until June 30.

In addition to electricity prices, the National Development and Reform Commission recently issued a notice to reduce the cost of gas for non-residents in stages. The notice decided to implement the off-season price policy in advance within the framework of the current natural gas price mechanism to minimize the cost of gas used by enterprises. The non-residential gas that implements the government-guided price shall be appropriately lowered based on the benchmark gate price to reduce the price level as much as possible. Preferential gas supply prices will be given to industries related to agricultural production, such as chemical fertilizers, which have been greatly affected by the epidemic.

According to CCTV reports, the National Development and Reform Commission's related policies to reduce the cost of electricity and gas used by enterprises in a periodical manner are expected to reduce the cost of electricity and gas for enterprises by more than 63 billion yuan.

According to the type of electricity consumption, China's electricity consumption is divided into four categories: residential electricity consumption, agricultural production electricity, large industrial electricity consumption, and general industrial and commercial and other electricity consumption. For general industrial, commercial, and large industrial users, electricity prices are the most sensitive production factor, and "reducing electricity prices" often has an immediate effect on reducing corporate costs. The high-energy-consumption industries that were excluded from the electricity tariff reduction series this time traditionally refer to large power consumers such as steel, non-ferrous, non-metallic mineral products, petrochemicals, coking, and power supply. In order to give play to the leverage of electricity prices in industrial upgrading, energy saving and emission reduction, the National Development and Reform Commission issued a document in July 2018, calling for a comprehensive review and cancellation of preferential electricity prices and other unreasonable price preferential policies for high energy-consuming industries.

Just a few days ago, the National Development and Reform Commission issued the "Notice on Adopting a Supportive Two-Party Electricity Price Policy to Reduce Enterprise Electricity Costs During Epidemic Prevention and Control", and effectively reducing the electricity burden on large industrial enterprises affected by the epidemic: For those companies that are temporarily unable to start or resume work during the control period, the period for changing the capacity (demand) amount of electricity tariffs and the period of capacity reduction (suspending) will be relaxed. Electricity users can apply for capacity reduction, suspension, capacity reduction recovery, and suspension recovery on the same day. Users who apply for changes are not subject to conditions such as "suspending electricity for at least 15 days", and are exempted from charging for capacity (requirement) electricity. For those enterprises that have stopped production or stopped production since the outbreak, the time can be appropriately reduced. For enterprises that need to expand their production capacity to meet the epidemic prevention and control, if they originally chose to pay the capacity (demand) electricity cost according to the contract's maximum demand, the actual maximum usage will not be limited by the contract's maximum demand.

The two-part price is, as the name implies, the price of electricity divided into two parts. Part of the fixed basic electricity price reflects the capacity cost in the cost of the power industry enterprises, regardless of whether the enterprises use electricity or not. The other part is the electricity price, which is based on the actual electricity used by the user. According to industry insiders, in the past, there were strict rules for increasing, reducing and suspending the power consumption of enterprises. For example, if a company suspends electricity use for less than 15 days, the basic electricity fee during the suspension period must still be paid. The phased emergency adjustment of the policy in the "Notice" solved the problem that some enterprises affected by the epidemic situation were burdened with basic electricity charges due to changes in actual power demand caused by suspension or temporary start.
