Emirates Authority for Standardization and Metrology (Standards) revealed that 3362 imported, used, defective and non-compliant vehicles were prevented from entering the country’s markets during 2019, due to considerations related to the public safety of consumers and the preservation of the country's infrastructure, compared to 6,761 vehicles that met the requirements allowed to enter.

"Specifications" indicated to "Emirates Today" that it provides consumers and car suppliers with an integrated database on the vehicle's validity, pointing out that these data relate to the countries of origin abroad, and reveals the full history of the vehicle's use and the accidents it has suffered.

Used vehicles

In detail, the General Manager of the Emirates Authority for Standardization and Metrology (Specifications), Abdullah Abdul-Qadir Al-Muaini, said that 3362 imported imported vehicles that were not in conformity with specifications were prevented from entering the country’s markets during 2019 due to considerations related to the general safety of consumers and the preservation of the country's infrastructure.

He added that these rejected vehicles constituted 13% of the total vehicles for which requests were submitted to enter the country, according to the requirements of the UAE system for controlling imported used vehicles.

Al-Muaini told «Emirates Today» that the system allowed, in return, the entry of 6,761 vehicles that comply with the UAE national requirements during the year 2019.

Database

Al-Muaini confirmed that the Authority provides the public with the consumers and suppliers of cars an integrated database on the vehicle's validity, linked to the countries of origin abroad, and reveals the full history of the vehicle's use and the accidents that have occurred, according to the Authority’s Board of Directors Decision No. 8 of 2017, regarding the technical requirements for used imported vehicles.

He pointed out that consumers and merchants can enter the UAE system to control imported used vehicles, through the website of the Emirates Authority for Standardization and Metrology, to verify compliance of used vehicles imported to the UAE with regulatory regulations in this regard, indicating that the website contains adequate and complete information about the requirements, Registration mechanisms, purpose of vehicle import, and other information.

No objection certificate

The importer must, before importing used vehicles, verify that they are free from serious damage, and he must register “imported cars for the purpose of re-exporting”, register “imported cars for use as spare parts”, and obtain a “no objection” certificate from the authority when importing for use within Country.

Prohibited vehicles

In mid-2017, the Emirates Authority for Standardization and Metrology (Standards) introduced technical requirements to control the state's imports of imported used vehicles, according to which seven types of them are prohibited from entering the country’s markets: burning, scrap, sunken, and dismantled vehicles, and vehicles that have been subjected to accidents Serious collision, as well as vehicles that cannot be returned to their original condition, and vehicles with manufacturing defects.

This project is in line with the electronic linking operations of the vehicle inspection centers in the country, which “specifications” launched years ago, in order to conduct a virtual examination of used vehicles imported from non-Gulf countries, and was applied by the authority.
