The councilors of the Treasury of the communities governed by the Popular Party, as well as that of the autonomous city of Ceuta, yesterday sent a letter to the Minister of Finance, María Jesús Montero, in which they require her to respect «budgetary and fiscal policies that, in use of the capacity derived from the constitutional regulations, each Autonomous Community applies ».

The letter is the result of the meeting held last Friday by the six heads of the Treasury, and shows the "concern about the measures and threats that this government means for welfare and economic progress", as explained by the counselor of the Madrid's community. " We are very concerned about the threat to our ability to lower taxes, " adds Javier Fernández-Lasquetty.

Next to him, the letter is signed by the Minister of Finance of the Xunta de Galicia, Valeriano Martínez; Juan Bravo, responsible for Finance, Industry and Energy of the Junta de Andalucía; Javier Celdrán, from the Region of Murcia; the advisor of the Junta de Castilla y León, Carlos Javier Fernández, and Alberto Gaitán, from the city of Ceuta. And in that same document they also ask Montero to undertake the “reform of the current autonomous financing system, in such a way that inter-territorial solidarity and equity are guaranteed, but also the fiscal co-responsibility , dynamic sufficiency and financial sustainability necessary to provide the services that are the responsibility of the Autonomous Communities with the highest possible quality ».

In this way, the popular councilors make a common front before the Minister of Finance, who has already indicated on more than one occasion that he intends to homogenize taxes in the whole country harmonizing, for example, the figures of Successions or Heritage, and has accused the Community of Madrid of incurring tax dumping .

The confrontation between both parties evidently responds to two opposing political positions but, at the same time, to two fiscal models, to two notably different ways of understanding tax policy . More taxes to have more resources and spending capacity, compared to fewer charges to stimulate activity.

VAT and FLA refund

Likewise, the letter demands from Montero and the Government of Sánchez and Iglesias the " immediate evolution of the VAT pending settlement of December 2017 , for an amount close to 2,500 million, whose unjustifiable delay is causing serious damage to the coffers. autonomous and, therefore, to public services that meet the needs of citizens ». Of that figure, the PP communities correspond to around 1.4 billion.

The "detailed explanation and, where appropriate, correction of the unprecedented cut that, unilaterally, applied by the Ministry of Finance on the deliveries on account of 2019" and the "communication of the deliveries on account for 2020" are also part of the letter, which closes with the following point: «The setting of the conditions applicable to credit operations that the State has agreed with each of the Autonomous Communities for accession to the Autonomous Liquidity Fund during 2020».

This last petition is directly related to the "intervention" that, according to the Andalusian Board, carried out the Treasury on its accounts. Since the Ministry has always rejected this accusation, pointing out that the actions requested from Andalusia are due to its "breach of fiscal rules."
