A draft of the new rents law in Dubai, which has been reviewed by the Emirates Today, revealed a number of violations and fines for the rental sector in Dubai, the most notable of which is “cheating” the owner or his representative on the tenant or misleading him by giving him a different picture of «Leased eye», with a penalty of up to 30 thousand dirhams.

Violations also included commissions or administrative fees from the tenant, with a penalty of up to AED 20,000, in addition to the disbursement of the amount of insurance in the unallocated, and a penalty of up to AED 10,000, or double the amount of insurance.

Among the most prominent fines mentioned in the table of fines attached to the draft law, which relates to rental insurance, where the fine stated in the table, that the disbursement of the value of insurance or disposed of for the purpose for which it was deposited, or in a manner different from what is prescribed under the provisions of the law, requires a fine 10 thousand dirhams, or double the amount of insurance.

Other fines mentioned in the table are related to the division of the residential property for the purpose of renting or re-renting it without obtaining the prior approval of the competent authorities.

The fines also included the failure of the (lessor) to register the lease or the (lessee) failure to register the sub-lease for a period of six months, and a fine of 500 dirhams more than 1000 dirhams if more than this period.

Article 24 of the new draft rent law in Dubai states that the Center for Rent Dispute Resolution in Dubai shall be entitled to impose a fine on the lessor (landlord) if he increases the rent (rent) in a manner contrary to the law or the decisions and regulations issued thereunder. Or if the Center does not comply with the decision of the Center to rectify this violation, the Center may impose a fine of not less than AED 5000 and not more than AED 20,000, with the lessee noting that the tenant shall continue to occupy the property.
