The Treasury Inspectors denounce that the notable fiscal differences between the communities cause "many taxpayers to relocate their residence to pay less taxes", a situation that they believe should be stopped immediately. To do so, in addition to promoting "specific action programs to avoid fictitious relocations of natural and legal persons," they call for greater "coordination" and "joint responsibility" of the regions. Because in Spain, they denounce, " dying costs differently in one autonomous community or another " and the consequences of lower income through certain taxes have consequences "for all taxpayers."

Given this situation, the State Treasury Inspectors, who this week have held their annual congress in Zaragoza , also require a "reform of the regional financing system, especially as regards the ceded taxes." That is, on Inheritance and Donations, Patrimony and also Patrimonial Transmissions.

In this way, the Inspectors referred, although without directly citing them, to regions such as the Community of Madrid , where Successions and Heritage are subsidized, and coincide, at least in part, with the argument that the Minister of Finance has always defended. María Jesús Montero has accused the Madrid region on more than one occasion of incurring "tax dumping " and, precisely, in this event that has been held in the Aragonese capital, she again said that "harmonization" is necessary. Therefore, one of the first measures that will boost if Pedro Sánchez wins the elections and she remains in office - the first seems likely and the second is certain - will be to drive a remarkable change.

Communities with lower taxes have already denounced that it is an attempt to limit their fiscal capacity; Montero, on the other hand, defends that it is about "moving the parameters that cause the injustice that some lower taxes and others cannot".

Incognito and Confident Actions

In any case, the congress also served so that the Inspectors had the opportunity to transfer to the minister and the Tax Agency their new proposals for action to improve fiscal control, a document in which there are two points that have become habitual: promote the protection of the confidants and, where appropriate, the payment, and regulate the power to act incognito.

The fact that these requests are repeated evidence that, so far, they have not been able to implement, but, as they explained, there has been an advance in relation to the protection of confidants. "There is a real interest on the part of the Treasury and it is being promoted," said the president of the Inspectors, Berta Tomás , who adds: "What we want now is that the confidants can be paid."

These payments would be made with public money, which could raise some doubts about the adequacy of the measure and, in fact, has always been observed with certain reservations by the Ministry of Finance . Moreover, sources from the department directed by Montero affirm that there is still no position on this possibility because the proposals have not been officially transferred. The Inspectors, for their part, maintain that the development of the measure is perfectly feasible and that it will allow them to access a very remarkable volume of information.

And as regards the incognito actions , the Inspectors aspire to be granted the legal capacity to access certain companies in order to "collect evidence" before initiating an inspection action. "The possibility of acting incognito in a regulated manner, regulated by law," they explain.
